Renovation of a water / sewer project in Richmond, Virginia. Completed plans call for the renovation of a water / sewer project.

The City of Richmond, Virginia (the "City"), on behalf of the Department of Public Utilities ("DPU"), seeks bids from qualified firms to furnish and deliver general contracting services to include general, mechanical, electrical, instrumentation and control, and other specialties at the Dock Street Pump Station (the "Project"). The Work includes the following: 1. Furnish a new switchgear and replacement of the main-ATS-main switchgear with a main-tie-main switchgear including cables from Dominion Energy transformers. 2. Furnish a new MCC and replacement of the existing MCC with the new MCC. 3. Furnish new soft starters and replacement of motor starters with reduced voltage soft starters. Furnish and installation of new motor management monitors. Furnish and installation of new wiring in existing conduits between the new motor starters and the existing pump junction boxes. 4. Furnish new wiring and replacement of electrical wiring from existing 480V MCC to nearest junction box, electrical panel, or equipment. 5. Furnish new transmitters and replacement of the inlet chamber and wet well level transmitters with primary and secondary devices. Furnish wires and wire transmitter outputs into new SCADA/PLC. 6. Furnish new control panel and replacement of the existing pump control panel. 7. Furnish and installation of a ventilation smoke detector. 8. Furnish and installation of a cellular antenna on roof with lightning protection. 9. Furnish and installation of phaseback units onto each power feed. 10. Furnish new pumps and replacement of existing pumps No. 1 & 2. 11. Furnish new auto dialer and replacement of existing auto dialer. 12. Furnish new bubbler control panels and replacement of existing bubbler control panels. 13. Furnish new gate actuator and replacement of inlet gate actuator. 14. Furnish and installation of secondary pump panel. B. The Work also includes: 1. Furnishing of all labor, material, superintendence, plant, power, light, heat, fuel, water, tools, appliances, equipment, supplies, services, and other means of construction necessary or proper for the performance and completion of the Work. 2. Sole responsibility for adequacy of plant and equipment. 3. Maintaining the Work area and site in a clean and acceptable manner. 4. Maintaining existing facilities in service at all times except where specifically provided for otherwise herein. 5. Protection of finished and unfinished Work. 6. Repair and restoration of Work damaged during construction. 7. Furnishing as necessary proper equipment and machinery, of a sufficient capacity, to facilitate the Work and to handle all emergencies normally encountered in Work of this character. 8. Furnishing, installing, and protecting all necessary guides, track rails, bearing plates, anchor and attachment bolts, and all other appurtenances needed for the installation of the devices included in the equipment specified. 9. Make anchor bolts of appropriate size, strength and material for the purpose intended. 10. Furnish substantial templates and shop drawings for installation. C. Implied and Normally Required Work 1. Any part or item of Work which is reasonably implied or normally required to make each installation satisfactorily and completely operable is deemed to be included in the Work and the Contract Amount. 2. All miscellaneous appurtenances and other items of Work incidental to meeting the intent of these Specifications are included in the Work and the Contract Amount even though these appurtenances may not be specifically called for in these Specifications. Final Completion within 514 Calendar Days from Notice to Proceed. Question Deadline 05/06/2025 at 11:00 AM ET If any person contemplating submitting a bid for the proposed Work is in doubt as to the true meaning of any part of the proposed Contract Documents or discrepancies of any sort between existing conditions and proposed new Work, he must submit a written request for an interpretation through electronically. The person submitting the request shall be responsible for its prompt and actual delivery. Any interpretation or modification of such documents will be made only by Addendum duly issued by the Owner and a copy of which will be mailed or delivered to each bidder known to have received a set of such documents. Neither the Owner nor the Architect or Engineer will be responsible for any other explanations or interpretations anyone presumes to make on behalf of the Owner or Architect or Engineer before the expiration of the ultimate time set for the receipt of bids.
