This project is funded under theMichigan Department of Environment, Great Lakes, and Energy (EGLE) Filter First - Healthy HydrationGrant. The selected vendor must initiate the procurement of water filtration systems immediately uponboard approval to ensure timely delivery and compliance with grant requirements.SpecificationsPurchase and install twenty-nine (29) Elkay LZS8WSLK ezH20 filtered bottle filling station for MarshallPublic SchoolsSee Equipment in Appendix A for more information.Additional InformationNon-Mandatory Walk-ThroughsWalk-throughs will be May 7, 2025 at 3:00 pm and are strongly recommended. This willtake place at Gordon Elementary School, 400 N Gordon St. Marshall, MI 49068Installation Time-LineThe work must be completed by June 30, 2026 to comply with grant requirements.Proposal Timeline1.RFP released on April 21, 2025.2.Non-mandatory walk-throughs will be May 7, 2025 at 3:00pm at Gordon Elementary School, 400 NGordon St. Marshall, MI 490683.Proposals are due on May 12, 2025 at 11:00 am. Bids are to be submitted via mail to: MarshallPublic Schools, Attn: Kendra Leib, 100 E Green Street, Marshall, MI 49068 with a subject line of"Filter First Hydration Stations".4.Post bid interviews to be conducted between May 12, 2025 and May 16, 2025.5.The MPS Board of Education will tentatively take action on the lowest qualified bidder at the May19, 2025 board meeting. The District will notify the company the following day.6.This project must be complete by June 30, 2026.Proposal Requirements1.Proposals shall be prepared in compliance with provisions of this RFP. All provisions andspecifications are in Appendix A. Failure to comply may result in the disqualification of the proposal.2.Interested Bidders are strongly encouraged to submit an intent to respond to Kendra Leib via emailkleib@marshallpublicschools.org to ensure that the Bidder receives all addenda or communicationsregarding this RFP.3.Late Proposals will not be accepted.HALLMarshall Public Schools100 E. Failureto make such inquiry or receive an answer shall not relieve the selected Bidder from the obligationto comply, in every detail, with all provisions and requirements of the RFP nor shall it be a basis forany claim whatsoever for alteration in any term or payment required by the eventual contractbetween the selected Bidder and the District (the "Contract").5.If a Bidder discovers any ambiguity, conflict, discrepancy, omission or other error in the RFP, theyshall immediately notify the District of such error in writing and request modification or clarification ofthe document. Modifications will be made by issuing a revision and will be given by written notice toall parties who have submitted an intent to respond. The Bidder is responsible for clarifying anyambiguity, conflict, discrepancy, omission or other error in the RFP prior to submitting the proposalor it shall be deemed waived.6.All proposals and any accompanying documents become the property of the District and will not bereturned.7.The District reserves the right to waive irregularities in this RFP, the bid process, or the proposals.Any such waiver shall not modify any remaining RFP requirements or excuse a Bidder from fullcompliance with the RFP specifications and other Contract requirements if the Bidder is awardedthe Contract.8.Each Bidder who submits a bid, by submitting a bid, agrees to indemnify and hold harmless theDistrict and its employees, board members, and consultants for any claim against the Districtinvolving the Bidder and arising out of the bid process. By submitting a bid, each Bidder agrees thatit will make no claim against the District regarding this RFP or the bid process.9.All Bidders, by submitting proposals, agree that they have read and are familiar with all the termsand conditions of the RFP and applicable federal and state laws, rules and regulations and willabide by the terms and conditions thereof.10. The project includes the procurement and installation of certifiedbottle-filling stations. Vendors must demonstrate experience in similar projects, adhere to regulatorycompliance, and meet specified certification and quality standards. The awarded contract will beevaluated based on technical compliance, cost-effectiveness, implementation timeline, andwarranty/support services.EquipmentPlease note that alternate equipment will not be considered for this project. Please quote the specifiedequipment as indicated in this proposal.Filtered Hydration Stations -Twenty-nine (29) Elkay LZS8WSLK ezH20 filtered bottle filling stationMust connect to existing plumbing (water and sanitary) and electrical infrastructure where existingequipment is being replaced. Where new equipment is being installed, plumbing (water andsanitary) and electrical will need to be installed also.Certified to meet NSF/ANSI Standard 53 (lead reduction) and NSF/ANSI Standard 42 (particulateremoval).Flow rate must align with specified filter cartridge capacity.Equipped with a filter replacement indicator.Must include a drinking fountain and meet NSF/ANSI Standard 61.Prevailing WageThe District's obligations under M.C.L. 480.1101, et seq. include ensuring the following:Contractor shall determine the prevailing rates of wages and fringe benefits for all classes ofconstruction mechanics called for in the contract.A schedule of these rates shall be made part of the contract for work to be performed and shall beprinted on the bidding forms.Every contractor and subcontractor must fulfill its obligations under the statute relating to prevailingwage.The contract must contain the statutory language providing that construction mechanics areintended beneficiaries of the contractual prevailing wage, fringe benefit, and non-discrimination,non-retaliation requirements, and provide that any construction mechanic aggrieved by the failureof a contractor or subcontractor to pay prevailing wages or benefits as specified in the contract orretaliation associated therewith, may bring an action in a court of competent jurisdiction against thecontractor or subcontractor for damages or injunctive relief along with other remedies prescribedby statute.The Contractor shall provide the District certified payroll records and other records required by law.Contracts on State Projects which contain provisions regarding payment of prevailing wages asdetermined by the United States Secretary of Labor or which contain minimum wage schedules whichare the same as prevailing wages in the Locality as determined by collective bargaining agreements orunderstandings between bona fide organizations of Construction Mechanics and their employers areexempt from the above requirements.HALLMarshall Public Schools100 E.
