*As of October 21, 2025, this project is still in its early design phase. Although a firm timeline of any kind is yet to be estavblished, the CM is estimating to send this out for bid advertisement sometime in 2027. The North Texas Municipal Water District (NTMWD) is seeking to develop an approach to improve power reliability and to mitigate any extended outages at the Wylie Water Treatment Plant in Wylie, Texas. The Wylie Water Treatment Plant Complex is comprised of four (4) water treatment plants with a total rated capacity of 840 MGD. The Wylie Water Treatment Plant has two (2) electrical substations that take transmission power at the 138kV level and step down to a 25kV level for loop distribution around the entire facility. The OPCC for this project is expected to be approximately $250 million. The CMAR Contract will include the following services and work: o Provide backup power generation for the Wylie WTP north substation and south substation to feed the water treatment plant's 25 kV loop as a redundant alternative to the utilities service. o Evaluate conditions, power, and process requirements for the plant. o The approximate estimate of total power for the north side is 28MW of backup capacity. CMAR to confirm. o The approximate estimate of total power for the south side is 21MW of backup capacity. CMAR to confirm. o Evaluate power supply centralization and capabilities options between facilities currently connected to the substations. o Facilitate and connect generators to the north substation. o Currently from the North Substation - Backup power capacity for Raw Water 3, High Service Pump Station (HSPS) 3-1, Plant III, and Plant IV. o Facilitate and connect generators to the south substation, which includes a railroad crossing. o Currently from the South Substation - Backup power capacity for HSPS 2-1, HSPS 2-3, HSPS 1-1, Plant I, and Plant II. o The goal is to centralize this facility site for the Wylie Campus. o Evaluate transformer requirements for generators. o Develop transfer schemes. o Develop improvements and modifications to the substations to monitor and control breaker positions and statues. o Include the required improvements at the North Substation. o Includes the required improvements at the South Substation. o Provide site security including CCTV and access control. o Provide SCADA equipment and controls are to be connected to the existing plant SCADA network and HMI system. Owner anticipates that the CMAR's Contract Price will be approximately $250 million. The CMAR Contract has an expected start date in the first quarter of 2027 and a substantially complete date by the fourth quarter of 2031. Two-Step Process Selection of the Construction Manager will be made using a two-step process. Step One: Owner will receive Statements of Qualification and evaluate these, along with other information, to develop a list of the most highly qualified Proposers. Step Two: The most highly qualified Proposers will receive a Request for Proposals and will submit a detailed Proposal for the CMAR Contract for the Owner's consideration. The Proposal and the previously-submitted Statement of Qualifications will be used together to determine the final ranking of Proposers for award of the CMAR Contract.
