OVERVIEW The City of Westminster occupies 10.2 square miles in Orange County, California and has a population size of 90,393 (2022 estimate from the State of California, Department of Finance). Its law enforcement responsibilities rest with the Westminster Police Department (WPD), a police department widely recognized for innovation and progressive policing strategies. The WPD is responsible for ensuring public safety and for the enforcement of laws. The Westminster Police Department is seeking proposals from qualified organizations for furnishing animal sheltering services to the City of Westminster. In the event the City contracts for shelter services, the term of such agreement will be for five (5) years. The successful bidder shall provide shelter facilities for all animals that are impounded or quarantined by Westminster Animal Control Officers for animals subject to the City's jurisdiction. These facilities shall be operated and maintained on a 24-hour per-day basis, in a neat, clean and sanitary condition, in compliance with all applicable governmental statutes, ordinances, rules and regulations and in conformity with established standards for humane animal care. BACKGROUND The City of Westminster provides animal control services to the Westminster and Stanton communities through staff provided by the Westminster Police Department. The Animal Control Detail is supervised by a Police Department Commander and Police Sergeant as part of their collateral assignments. The Animal Control Unit is assigned to three (3) full-time Animal Control Officers and a part-time Police Aide. The duties assigned to the Animal Control Officers include all aspects of animal control; animal welfare, criminal investigations, quarantines and community education. The City currently contracts with a shelter facility for the animals retrieved in the City.
