The City of Westminster is pleased to invite qualified and experienced design consultants to submit a Statement of Qualifications (SOQ) in response to this Request for Qualifications (RFQ) for the design and development of a City gateway feature into the Little Saigon area, a culturally significant and vibrant area of the City. This high-profile gateway will serve as a symbolic and physical entrance to the Little Saigon area and will celebrate the cultural identity, community pride, and historical importance of the Vietnamese-American community in Westminster and the surrounding region. The project will be integrated onto a proposed Caltrans Overhead Sign Structure per Caltrans Standard Plans. The City is seeking a multidisciplinary design team led by a qualified Architect or Landscape Architect, and supported by key subconsultants such as Civil Engineers, Structural Engineers, Electrical Engineers, and/or Graphic/Environmental Designers, to develop a gateway concept that is both visually impactful and structurally feasible. Teams may also partner with an experienced signage or gateway fabricator to bring additional technical insight, material expertise, and constructability review throughout the design process. Deadline for Written Questions and Requests July 31, 2025 Under the direction of the City Manager and/or the City Manager's designated staff ,the selected Consultant may act in varying capacities to design and develop the gateway. Responsibilities may include: A. Developing conceptual design alternatives for the gateway, including culturally relevant forms, materials, lighting, signage, and landscape integration. B. Providing preliminary material selections to evaluate durability, aesthetics, and compatibility with the proposed Caltrans Sign Structure and surrounding context. C. Exploring opportunities to team with a qualified sign fabricator early in the design process to ensure feasibility, innovation, and cost efficiency in the gateway's signage elements. D. Preparing and submitting cost estimates for each conceptual design alternative to support informed decision-making by City staff and stakeholders. E. Facilitating design presentations and refinement through engagement with City staff, key stakeholders, the local community, and ultimately the Mayor and City Council. F. Advancing the approved concept through Design Development, addressing aesthetics, constructability, safety, and integration with the proposed Caltrans Sign Structure. G. Providing full Construction Documents, including structural calculations, plans, specifications, and final cost estimates suitable for public bidding and permitting H. Coordinating with the City's design team and Caltrans to ensure the gateway integrates seamlessly with the proposed Caltrans Sign Structure. The City reserves the right to postpone selection for its own convenience, to withdraw this RFQ at any time, and to reject any and all submittals without indicating any reason for such rejection. As a function of the RFQ process, the City reserves the right to remedy any technical errors in this RFQ and modify the published scope of services. The City reserves the right to request that specific personnel with specific expertise be added to the team, if the City determines that specific expertise is lacking in the project team. The City reserves the right to abandon the RFQ process and/or change its procurement process for the contract at any time if it is determined that abandonment and/or change would be in the City's best interest. The City shall not be liable to any submitting entity for any costs or damage arising out of its response to the RFQ. The method of Contractor Selection has not been Determined at this time.
