Bids must be submitted on the provided forms in a sealed envelope addressed to the City Clerk, marked with the project name. Bidders must submit a certified or cashier's check, cash, or bidder's bond in favor of the City of Westminster in an amount equal to at least 10% of the amount bid. The successful bidder must execute the contract and deliver necessary bonds and insurance certificates and endorsements as specified. Only properly licensed contractors with a valid Class A or C Contractor's License at the time of bid submission will be considered. This is a public works project requiring payment of prevailing wages under state law. All subcontractors must be notified in writing of the obligation to pay prevailing wages, and the awarded bidder must ensure this requirement is adhered to. Contractors ineligible for public works projects, as determined by the Labor Commissioner, are prohibited from bidding, acting as subcontractors, or employing ineligible subcontractors.
