The Orange County Board of Supervisors invites qualified vendors to submit sealed bids for the replacement of the boiler system in the Orange County Courthouse located at 110 N. Madison Road #300. If any Bidder/ Offeror has questions about the specifications or other solicitation documents, the prospective Bidder/ Offeror should contact the Contract & Procurement Specialist whose name appears on the face of the solicitation no later than seven (7) business days prior to the date set for the opening of bids or receipt of proposals. Any revisions to the solicitation will be made only by addendum issued by the Contract & Procurement Specialist. Notifications regarding specifications may not be considered if received in less than seven (7) business days of the date set for opening of bids/receipt of proposals. Any proposals that are submitted by email, phone, or facsimile shall not be considered. Any proposals received after the deadline shall be deemed non-responsive and returned unopened. It is the Offeror's sole responsibility to ensure all information; including addendums are complete and delivered on time. Orange County reserves the right to reject any and all proposals, to waive informalities, and to negotiate with the successful Offeror(s). If the Owner closes its offices due to inclement weather scheduled receipt of proposals will be extended to the next business day, same time Orange County reserves the exclusive right to disqualify incomplete proposals, waive irregularities, request additional information, modify scope, negotiate terms with one or more of the respondents, reject any bids, and take any steps necessary to act in the County's best interest without penalty. A scope of work is included below. Orange County reserves the right to add or remove scope as deemed necessary. A. The successful bidder/s shall perform all requested services as set forth in the Courthouse Chiller Project bid documents. Project components include but are not limited to labor, materials, & equipment and performing all work for the boiler replacement. B. Install all mechanical equipment and appurtenances in accordance with manufacturer's written instructions, contract documents and applicable codes & regulations. Detailed specifications can be found in the boiler replacement drawings. C. Bidder/s shall provide costs for a HWB-1, non-condensing, fuel oil no. 2 boiler system or an alternative that is equivalent to what is listed in the drawings. The Owner reserves the right to determine if alternatives meet what is being requested in this Invitation for Bid. If the lowest bidder provides an alternative that does not meet what is being requested, the Owner reserves the right to deem the bid non-responsive and move to the next responsive bidder. Unless otherwise specified, all formal bids/proposals submitted shall be valid for a minimum period of one hundred twenty (120) calendar days following the date established for acceptance. At the end of the one hundred twenty (120) calendar days the bid/proposal may be withdrawn at the written request of the Bidder/Offeror. If the proposal is not withdrawn at that time it remains in effect until an award is made or the solicitation is canceled.
