Neither dating of bid form nor placing in mail by this date will meet requirements. Bid documents must be received on or before the date and time stated. Bidders must comply with all requirements and conditions set forth in the document package. Bidding documents may be obtained at the Raleigh County Board of Education, Purchasing Department, 104 Allen Avenue, Beckley WV 25801 or downloaded from Raleigh County Website online. Product specifications will be discussed at this meeting; therefore, all bidders MUST attend to familiarize themselves with the Project conditions and other relevant information. Should any bidder fail to attend, its Bid will be disqualified. Interested bidders will be required to visit the sites to perform measurements. After the scheduled closing time of receipt of bids, no bid may be withdrawn for a period of sixty days. A certified cashier check is not acceptable as a Bid Bond. The intent of this bid is to award an exclusive single award contract to a qualifying proposer demonstrating a solution which meets and/or exceeds the scope of the requirements of this bid. Qualifying bidder must demonstrate the knowledge of any and all applicable industry standards, laws, and regulations, and also the ability to service Raleigh County Schools. All bids received will be judged based on (among other factors) their ability to provide the greatest utility of services to Raleigh County Schools. Although it is Raleigh County Schools intent to award a contract to a single vendor, Raleigh County Schools reserves the right to award a contract to single/multiple bids where the responding bidders are deemed to lack the ability to appropriately service projects within Raleigh County or such action is deemed in the best interest of Raleigh County Schools. It is intent of Raleigh County Schools to award a contract to the best responsible and responsive bidder(s) offering the best overall quality and selection of services meeting the commonly requested specifications of the Raleigh County Board of Education, provided the bidders response has been submitted in accordance with the requirements of the bid package. Sealed Bids: Raleigh County Schools will receive sealed bids in accordance with accepted standards set forth in VW State Board of Education Policy 8200. All potential bidders are assumed to be professionals in their respective fields. In being professional, you are deemed to be intimately familiar with the spectrum of Raleigh County School's needs and requirements with respect to this bid package. Bidder's Commitment Period: In order to allow Raleigh County Schools the opportunity to evaluate each bid thoroughly, Raleigh County Schools requires the received bids to be valid and irrevocable for sixty (60) days after the date of opening. Pursuant to Chapter 21 - Article 11 of the "West Virginia Contractor Licensing Act" of 1991, all Contractors doing business in West Virginia must be licensed to perform work in the State; the Contractors W.V. License Number must be affixed to all submitted construction bids and fully executed and binding construction Contracts or Agreements. All bidders are required to furnish a Bid Bond in the amount of five percent (5%) of the bid price if the bid is over $25,000.00. The successful Bidder will be required to furnish satisfactory Performance and Labor and Material Bonds in the amount of the contract price if the contract is over $25,000.00. The Raleigh County Board of Education does not discriminate on the basis of race, color, national origin, sex, disability, or age in its procurement policies, practices, or procedures. The Raleigh County Board of Education reserves the right to reject any and all bids, to make such selection by item or total bid amount as deemed to be in the best interest of Raleigh County Schools, and to purchase materials from vendors participating in state contract or cooperative.
