The City of Rockledge (“City”) is requesting proposals (“RFP”) from qualified, experienced, and licensed firms to provide Disaster Debris Monitoring Services and Financial Recovery Assistance required during an emergency. Such events include, but are not limited to, hurricanes, tornadoes, windstorms, floods, fires or manmade disaster(s). The successful Proposer (Contractor) shall be responsible for monitoring the recovery efforts of the City's Debris Management Contractor (DMC) or City employees in the field in accordance with Federal Emergency Management Administration (FEMA) policies and guidelines. Services include monitoring of debris collection, Temporary Debris Storage and Reduction Sites (TDSR), and residential debris Drop-off Sites, as well as financial management and recovery services, data reporting and other related services. The successful Contractor shall have a profound understanding of the documentation involved for the reimbursement from FEMA, or other Federal Agencies, and the State relief programs to make the process of cost recovery efficient and accurate. This Proposal is being solicited in accordance with the Procurement Requirements for Federal grants, as provided for in Title 2 Code of Federal Regulations (CFR) Part 200 as detailed in Attachment B, incorporated herein, in order to be eligible for reimbursement under the Federal Public Assistance Program. Firms shall also follow FEMA’s Public Assistance Debris Monitoring Guide, policy document 327 as detailed in Attachment C. The successful Contractor must adhere to all requirements and regulations established by the Federal Emergency Management Agency (FEMA), the Federal Highway Administration (FHWA), Florida Department of Transportation (FDOT), Florida Department of Environmental Protection (DEP), the Stafford Act, and any other governmental agency with jurisdiction over response and recovery actions, including the City’s requirements. The Contractor will be responsible for staying current with all FEMA and other agency guidelines and regulations and will be responsible for advising the City from beginning to end to ensure maximum financial recovery for the City. There is no guarantee that a Notice to Proceed (NTP) will be issued under the awarded agreement. NTP’s will only be executed in the event of a declared emergency. Failure of Debris Management Contractor to mobilize does not preclude the Contractor to fulfill their contractual obligations to render such services request herein. Proposals are expected to be submitted electronically. If you elect to respond to this request, you must submit the proposal electronically though the online services of DemandStar; all documents and attachments must be uploaded by the date and time indicated. Solicitation responses uploaded to DemandStar after the Solicitation Response Due Date and time shall not be considered. It is the sole responsibility of the Respondent to ensure that its solicitation response is uploaded before such date and time. The City shall not be responsible for delays caused by any technology or access issues. City of Rockledge staff will evaluate the proposals based on the criteria established in the Request for Proposals. After the ranking is completed, City Council approval will be sought to approve the ranking and award a negotiated Agreement, which will be in the best interest of the City, with the top ranked Firm. Ex-Parte Communication. In order to ensure fair evaluation of proposals, ex parte communication initiated by Respondents is prohibited from the time the responses are opened until a final decision has been made. No Respondent may initiate communication with any City Councilmember or any City official, staff, or employee who is participating in the evaluation process. Any and all communication initiated by a Respondent after the responses are opened must be in writing to: Jennifer M.
