The bond issuance is part of a $50 million capital improvement effort scheduled to break ground this fall at Sunrise Park. In addition to the AA rating on the lease revenue bonds, S&P also reaffirmed its AA+ issuer credit rating for the City and the AA long-term and underlying ratings on Palm Springs’ existing appropriation debt. “This affirmation of our AA lease revenue bond rating from S&P Global reflects the rating agency’s view of Palm Springs’ growing economy and robust reserve position,” said Finance Director Kris Mooney. “We are delighted that S&P recognizes that the General Fund performance has been strong over the past five years and the rating outlook is stable. This is excellent news for our residents and stakeholders.” City Manager Scott Stiles emphasized the significance of the rating in supporting the city’s broader goals: “This important news helps us continue the momentum of moving forward these important community-driven capital improvement projects. Because of the City Council’s strong commitment to financial stability, we can now deliver what will be an exceptional project for our community.” The upcoming renovations to the library and swim center are key parts of the city’s efforts to enhance public services and community spaces, reinforcing Palm Springs’ long-term commitment to infrastructure, culture, and quality of life. ---------------------------------------------------------------------------------------------------- PALM SPRINGS PUBLIC LIBRARY RENOVATIONCITY PROJECT NO. 16-08CITY OF PALM SPRINGSNOTICE INVITING BIDSN-1NOTICE IS HEREBY GIVEN that bids for the subject project will be received electronically bythe City of Palm Springs Engineering Services Department, until 12:00 PM (PST) on May 29, 2025at which time the bids will be opened and released to the public. The engineer’s estimate is($39,800,000).N-2DESCRIPTION OF THE WORK: The Palm Springs library renovation project will renew theexisting historically significant ~35,470 sf main library building (located at 300 s. Sunrise way) andthe existing ~3,057 sf J.C. Frey building (located at 1911 E. Baristo Road). The project consists of acore essential infrastructure upgrade, including exterior, interior renovation and repairs, all newmechanicals and systems, new glazing for both buildings, a sprinkler system and seismic retrofit forthe Main Library building. This scope of the project is funded by the state of California’s BuildingForward grant with local matching funds from the city of Palm Springs’ Measure J program.Additional scope approved by the city council includes new interior layouts, updated finishes,fixtures, and equipment, additional parking to the south of the library, new landscape design and siteimprovements.To help control traffic flow into and out of the new parking lot entrance, an extension of the existingstreet median will be added on S. Sunrise Way between Ramon Road and E. Baristo Road. Thisincludes a left turn lane for northbound traffic into the apartments on the west side of S. SunriseWay. The median includes landscape, new irrigation tied into the existing irrigation system, andlighting for new street trees.Said Work shall be diligently prosecuted to completion before the expiration of: 350 WORKINGDAYS from the date specified in the Notice to Proceed issued by the City.N-3OBTAINING OR INSPECTING CONTRACT DOCUMENTS:a) Contract documents may also be downloaded electronically without charge, byregistering as a bidder. The original will be collected from the apparent lowestresponsive bidder and shall match the electronic copy.N-7BIDS TO REMAIN OPEN: The Bidder shall guarantee the total bid price for a period of 120calendar days from the date of bid opening.N-8CALIFORNIA WAGE RATE REQUIREMENTS: The Contractor shall pay the generalprevailing rate of per diem wages as determined by the Director of the Department of IndustrialRelations (DIR) of the State of California for the locality where the work is to be performed. Allcontractors and subcontractors must furnish electronic certified payroll records directly to the LaborCommissioner using the DIR’s electronic certified payroll reporting system.N-9PUBLIC INTEGRITY DISCLOSURE FORM: The City’s Public Integrity Ordinance advancestransparency in municipal government and assists public officials in avoiding conflicts of interest.Section 2.60 of the Palm Springs Municipal Code, reflects the City’s interest in ensuring companies(and other legal entities that are not natural people) doing business with the community aretransparent and disclose to the City the identity of each owner or investor of any disclosed entity whoowns a beneficial interest of five percent or more of the entity in question.N-10LOCAL BUSINESS PREFERENCE PROGRAM: In accordance with the provisions ofSection 7.09.030 of the Palm Springs Municipal Code, “Local Business Preference Program”,subsection (5) “Local Preference in Public Works Contracts (Sub-Contracting), the prime contractorshall use good faith efforts to subcontract the supply of materials and equipment to local businessenterprises and to subcontract services to businesses whose work force resides within the CoachellaValley.N-11PROJECT LABOR AGREEMENT: The Work is subject to the City’s Community WorkforceAgreement dated August 31, 2021 (“CWA” or “Project Labor Agreement” or “PLA”), a copy of whichis on file with the City, available upon request, and incorporated herein by reference as if fully setforth herein. The Contractor will be required to agree to the following and those further provisionsset forth in section13 to the Agreement of the Contract Documents. Contractor and allsubcontractors of Contract of any tier shall at all times, comply with the requirements of the PLA inthe prosecution of the Work. Contractor has executed or agrees to execute and be bound by theterms of the PLA either directly or through the Letter of Assent (a form of which is attached to thePLA as “Attachment A” and referred to herein as the “LOA”), and Contractor shall furnish evidenceof compliance with the same to City prior to the commencement of any Work. Contractor furtheragrees to require, or has already required, each of its subcontractors, of whatever tier, to agree inwriting in the form of a LOA to be bound by each and every provision of the PLA prior to thecommencement of Work, and Contractor shall furnish evidence of compliance with the same to Cityprior to the commencement of any Work or at the time of such subcontract, whichever occurs first.N-12AWARD OF CONTRACT: The City reserves the right after opening bids to reject any or allbids, to waive any informality (non-responsiveness) in a bid, or to make award to the lowestresponsive, responsible bidder, and reject all other bids, as it may best serve the interest of the City.If there are multiple and/or alternative bid schedules, bidders are required to complete and submit abid on all bid schedules.NOTICE INVITING BIDSPAGE 4PALM SPRINGS PUBLIC LIBRARY RENOVATIONCITY PROJECT NO. 16-08N-13RETAINAGE FROM PAYMENTS: A retention on progress payments is withheld per theSpecial Provisions of the Contract Documents. The Contractor may elect to receive 100 percent ofpayments due, from time to time, without retention of any portion of the payment by the City, bydepositing securities of equivalent value with the City in accordance with the provisions of Section22300 of the Public Contract Code.N-14MANDATORY PRE-BID MEETING (ON-LINE): Prospective bidders are advised to attendthe mandatory pre-bid meeting to acquaint potential bidders with the project and existing siteconditions that may affect the work.
