Renovation of a mixed-use development in Palm Springs, California. Completed plans call for the renovation of a educational facility.

The Palm Springs Unified School District (PSUSD) is soliciting bids from qualified bidders for the installation of thermostats and Carbon Monoxide Monitors. The Project consists of: District-wide Thermostat and Carbon Dioxide Monitor Installation, including initial set-up and programming Project Summary Upon award, the selected respondent will be required to perform mechanical HVAC Contractor scope of work for the HVAC Assessment and Maintenance Pathway requirements included in the CA Energy Commission CalSHAPE Ventilation Program Guidelines (Attachment C). Scope of work applies to the attached list of school sites and associated funding (Attachment A). The scope of work will include 20 percent of the LEA/District approved grant amount as a contingency fund for necessary repairs, controls upgrades, or component replacements. Contractor shall refer to Sections B, C, D, E, F, and G for detailed scope of services in the CalSHAPE Guidelines which includes an HVAC Maintenance and Repairs, carbon dioxide monitor installations, and HVAC contingency repairs and adjustments. The selected respondent shall be eligible, through this contract, for future work related to the upgrade, repair, or replacement of HVAC/Building Automation Systems, installation of alternate energy equipment, and other energy conservation/reduction measures and services, through utilization of CA Code 4217. The scope of work is summarized herein and includes, but is not limited to, the following. CO2 Monitor Installation/Additional Requirements A Qualified Testing or Adjusting Personnel shall review control sequences to verify systems will maintain intended ventilation, temperature, and humidity conditions during school operation. Building Automation System (BAS) installation, upgrade, or expansion leveraging existing technology. Carbon dioxide monitoring and monitor installation. Contingency Fund: Controls Upgrades/Installation, Possible HVAC Repairs and Further HVAC Adjustments At the Districts discretion, the 20% contingent fund may be used per CalSHAPE guidelines. The selected Contractor will provide turnkey implementation services for any contingency fund related work including all necessary permits, engineering, procurement, delivery, installation, and compliance with CalSHAPE guidelines. Any claim by a Bidder of error in its bid must be made in compliance with Public Contract Code 5100, et seq. Any bid that is submitted after this time shall be non-responsive and returned to the Bidder. The District is not responsible for Bids that are received after the deadline The successful Bidder shall be required to furnish a 100% Performance Bond and a 100% Payment Bond if it is awarded the contract for the Project. The successful Bidder may substitute securities for any monies withheld by the District to ensure performance under the Contract, in accordance with the provisions of Public Contract Code 22300. The successful Bidder and its subcontractors shall pay all workers on the Project not less than the general prevailing rate of per diem wages and the general prevailing rate for holiday and overtime work as determined by the Director of the Department of Industrial Relations, State of California, for the type of work performed and the locality in which the work is to be performed within the boundaries of the District, pursuant to Labor Code 1770 et seq. Prevailing wage rates are on file with the District and are available to any interested party on request or at online. Bidders and Bidders' subcontractors shall comply with the registration and qualification requirements pursuant to Labor Code 1725.5 &1771.1 The District's Board reserves the right to reject any and all bids and/or waive any irregularity in any bid received. If the District awards the Contract, the security of unsuccessful Bidder(s) shall be returned within sixty (60) days from the time the award is made. Unless otherwise required by law, no Bidder may withdraw its bid for ninety (90) days after the date of the bid opening. Each bid must be accompanied by a Bid Guaranty in the form of a Certificate of Deposit, Certified or Cashier's Check, or Bidder's Bond, in an amount equal to at least ten percent (10%) of the Bidder's Total Bid Price. The Bid Guaranty will be retained by the District and applied to any and all damages sustained by the District in the event that the successful Bidder fails or refuses to enter into the Contract awarded to it and to furnish all required bonds and Certificates of Insurance. The District reserves the right to reject any or all bids or to waive any irregularities or informalities in any bids, or in the bidding. The award of the contract, if made by the District, will be to the lowest responsible bidder thereof. District reserves the right to award all or part of this contract to the lowest responsible bidder(s).
