Renovation of an educational facility in East Berlin, Connecticut. Completed plans call for the renovation of a educational facility.
The Town of Berlin Public Building Commission (PBC) is seeking qualifications and cost proposals for construction management services during the replacement of the unit ventilators and ventilation system improvements at Richard D. Hubbard (Hubbard) and Mary E. Griswold (Griswold) Elementary Schools. The Hubbard Elementary School is located at 139 Grove Street, East Berlin and the Griswold Elementary School is located at 133 Heather Lane, Kensington. The construction schedule for the Hubbard and Griswold Schools is estimated at 18 months (as attached); these two construction projects will be bid as separate projects, but the bidding and construction will run concurrently. Project funding includes individual State Grants to each school from the CT Department of Administrative Services. The Hubbard and Griswold School project will also entail site work, exterior chiller installation, partial ceiling tile replacement along with other associated work related to the ventilation improvements. The scope of the prime contractor's work is shown on the construction documents, available for review as outlined below. The general intent of this request for qualifications/ proposals is to select a firm to assist the PBC in completing the bidding of the Hubbard and Griswold projects, awarding the construction contracts, and to provide oversight during construction at the Hubbard and Griswold Schools, review invoices, prepare Request for Information (RFI's) and monitor the progress at Hubbard and Griswold with on-site inspection as needed to coincide with the level of effort by the contractor(s). Question Submission Deadline:May 6, 2025, 4:30pm All inquiries shall be submitted regarding this RFP via Electronically. The Town of Berlin (hereinafter "Town""), is seeking proposals for Construction Management Services from expert, qualified, and independent firms. This is a 18 months contract, renewable thereafter, with an anticipated start date of June 2025. The Town will not accept submissions by e-mail or fax. The Town will reject proposals received after the date and time noted in the timeline. The Town reserves the right to amend or terminate this Request for Proposals, accept all or any part of a proposal, reject all proposals, waive any informalities or non-material deficiencies in a proposal, and award the proposal to the proposer that, in the Town's judgment, will be in the Town's best interest. 2.3. Scope of Services The Town is interested in securing the services of a Construction Manager as Adviser, with the Owner holding contract with the Prime Contractor. The Construction Management scope of services shall generally follow that described in AIA Document A132 - 2019 Standard Form of Agreement Between Owner and Contractor, Construction Manager as Adviser Edition with deletions and additions as the Town may see fit. To allow a base line comparison, the Respondent shall provide the following services, but not limited to, as a minimum. The following scope of services is provided as a general overview which may be expanded and further defined through negotiation: Provide industry standard or higher quality services while maintaining a focus on providing a cost-effective service to the Town. Provide the highest quality customer service to the Town, not limited to, but particularly in the areas of reliability and billing. The selected firm shall work with and cooperate with the Finance Department in rendering services pursuant to this RFP. Although each school project will be independent (except for the CMaservices), the combined projects are estimated to total approximately $7.6 million.
