The intent of this Request for Proposal (RFP) is for the County of Loudoun, Virginia (County) to select one (1) Consultant to provide Construction Support Services for the Renovation of the Courts Complex Phase IV Project. The County plans to use a Construction Manager at Risk (CMAR) delivery method for this project but reserves the right to change this project to a design-bid-build approach, if necessary. Detailed information on the required services is provided in Section 4.0 Scope of Services. Questions and inquiries, both oral and written, will be accepted from any and all Offerors. However, when requested, complex oral questions shall be submitted in writing. The Division of Procurement is the sole point of contact for this solicitation unless otherwise instructed herein. Unauthorized contact with other Loudoun County staff regarding the RFP may result in the disqualification of the offeror. Inquiries pertaining to the RFP must give the RFP number, time and date of opening and the title of the RFP. Material questions will be answered in writing with an Addendum provided, however, that all questions are received by 4:00 p.m., May 20, 2025. The Courts Complex Phase IV project includes the renovation of approximately 78,500 square feet (SF) of space in two (2) buildings, the existing courthouse, and the adjacent historic Valley Bank Building. The existing courthouse, located on a 3.276-acre parcel at 18 East Market Street, Leesburg, Virginia 20176 (Parcel Identification Number 231-48-6608), is a contributing building in the Leesburg Historic District. The site is a tight urban area surrounded by occupied buildings, making construction access and laydown space limited. The two-story courthouse building is comprised of three (3) building parts: the original 1845 brick buildings (Academy & Clone buildings), the 1970s linear building, and the 1999 courthouse expansion connecting the previous two (2) structures. Although each segment has undergone renovations in the past, this project will be the most significant renovation in the last twenty-four (24) years. The existing Valley Bank Building, located at 20 East Market Street, Leesburg, Virginia 20176 (Parcel Identification Number 231-48-6608), is also a contributing building in the Leesburg Historic District. The building is believed to date back to 1814, although the Leesburg Branch of the Bank of the Valley of Virginia opened later, circa 1818. The estimated cost of construction is approximately $30,000,000. Estimated durations at this time are one (1) year for design and two (2) years for construction. Work is expected to occur during off-hours, at night and on weekends. Work during normal business hours will be extremely limited, as the existing facilities will be occupied and in use during construction. 3.2 The County requests that proposals address and fulfill the scope of services contained herein. Additional responsibilities may be added during the development of the Project as provided for in the Project's Contract Documents. The Project shall be constructed in accordance with the approved Plans and Specifications prepared by the contracted architectural and engineering firm for each project. Notice to Proceed: February 2027 Expected Substantial Completion: August 2029 The method of Contractor Selection has not been Determined at this time.
