Repair of the Street Lighting and Electrical Systems SCOPE OF WORK The purpose of this IFB is to solicit bids for a licensed electrical contractor to diagnose electrical problems and perform electrical repairs. Scheduled preventive maintenance is not included unless the Contract Administrator and/or the Chief Engineer determine that is needed for a specific work order. The Contractor shall diagnose and repair the area lighting and the electrical systems at five Oahu District harbors and three launch ramps as needed. There are other sites within Oahu District's jurisdiction that may also require repairs such as the range lights for the Ala Wai Small Boat Harbors (SBH) navigational channel that is located at Ala Moana Park. There are conditions that will require the Contractor to go under the pier and into the water to work on the electrical system. SUCCESSFUL BIDDER TO FILE PERFORMANCE AND PAYMENT BONDS: The successful bidder will be required to file performance and payment bonds each; in the amount equal to the total contract price, including amounts estimated to be required for extra work. AWARD The State shall award the contract to the lowest responsive and responsible Bidder upon the submittal of all the contract documents. The Apparent Low Bidder has 10 days to furnish the State with the required submittals including Certificate of General Liability Insurance and Performance and Labor & Material Payment Bonds (if applicable). The award of the contract will be subject to the availability of funds. A contractor that has had a contract terminated or cancelled within the past five years for non-performance shall not be qualified to bid on this contract. TERM OF CONTRACT Contractor shall enter a contract for furnishing Electrical Repair for approximately a twelve-month period commencing on official commencement date on the Notice to Proceed. The State may exercise the option to extend the time of the contract over a year should it be in the State's best interest when funds are available. Unless terminated, contract shall be extended for not more than five (5) additional twelve-month periods or portions thereof without the necessity of re-bidding upon mutual agreement in writing, at least sixty (60) days prior to expiration provided that the contract price for the extended periods shall remain the same or lower than the initial bid price. The Contractor or the State may terminate the extended period of the contract at any time upon sixty (60) days prior written notice. WITHDRAWAL OF BIDS: No bidder may withdraw his bid between the time of the opening thereof and the award of contract.
