The East Bay Regional Park District (Park District) is soliciting proposals from industrial hygienist consultants to provide a hazardous material survey for the Thurgood Marshal Visitor Center Project. The selected consultants will review existing data and reports; conduct site/building tests, surveys and analysis; and develop an abatement plan pertaining to substances inside and around the proposed visitor center facility. The selected consultant will have proven experience in hazardous material surveys of existing buildings/sites and be fully qualified to perform the services requested by the Park District in this Request for Proposals (RFP). The scope of services in this section should be used only as a guide to complete the analysis, the Proposer is encouraged to modify the approach or add to the work elements described as deemed necessary. The scope of work includes, but is not limited to, the following tasks: Task I - Review of Existing Data and Technical Memorandum Preparation 1. Read and review existing data, provided by the Navy, about substances in and around Buildings 422, 428, IA-24, IA-24A, IA-24B, IA-55 and Magazines 3FT-5 & 3FT-11. Identify data gaps for District to request from US Navy. 2. Existing Reports include: a) Covenant to Restrict Use of Property-Environmental Restrictions b) Phase I CERCLA Hazardous Substances Notification Table c) Petroleum Notification Table 3. Debrief District staff on findings of reports and advise on Phase II investigation scope. Identify Meetings (2) one-hour virtual (kick off and debrief) Deliverables one technical memorandum including summary of findings and recommendations.
