This project requires 27% DBE participation, or if the contract goal is not met, documented evidence of good faith efforts. The Complexity Factor for this project is 0. The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on July 24, 2025, at 9:00AM at the Region One/District One Office in Schaumburg. The department anticipates this project will be delivered using the Construction Manager/General Contractor (CMGC) method as defined in the Department's Innovative Project Delivery (IPD) Manual and Guidelines. The Consultant will have the role of Construction Oversight Team (COT). Refer to the IPD Manual and Guidelines for defined roles and responsibilities under the CMGC delivery method. The anticipated construction completion date is October 31, 2028. The Prime firm must be prequalified in the Special Services (Construction Inspection) category to be considered for this project. Statements of Interest, including resumes of only the key people noted above, must be submitted electronically to the Central Bureau of Design and Environment through the Engineering Prequalification and Agreement System (EPAS).
