This project requires 23% DBE participation, or if the contract goal is not met, documented evidence of good faith efforts. The Complexity Factor for this project is 0.035. The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on August 5, 2025, at 10:00 AM at the Region Two/District Two Office in Dixon. Phase I engineering services are required for the preparation of a project report (anticipated to be a federal categorical exclusion) for the Avenue of Cities from 0.1 Mi. E. of 54th St. to Hospital Rd and at Kennedy Dr.; 19th St.: Ave of the Cities to 0.1 Mi. S. of 35th Ave in East Moline. This project is being studied because this portion of the Ave. of the Cities is considered a High Safety Tier Segment. Identifying ways to improve and mitigate crashes is the focus of this project. A safety study was performed and will be available to the Consultants team for review. The proposed improvements may include mainline reconstruction, including all side street intersections, adjacent frontage roads with horizontal alignment and vertical profile changes, plan and profile drawings, prepare IDS drawings, hydraulic analysis, multi-use path, identify utility conflicts, and drainage design. The project will also include a Traffic Management Analysis (TMA), crash analysis, environmental coordination, community impact evaluation, and cost estimates. It is anticipated that public involvement meetings may be necessary. In addition, coordination with multiple local agencies will be needed. The Prime firm must be prequalified in the Location Design Studies (Reconstruction/Major Rehabilitation) category to be considered for this project. Statements of Interest, including resumes of only the key people noted above, must be submitted electronically to the Central Bureau of Design and Environment through the Engineering Prequalification and Agreement System (EPAS). The completion date for this contract will be 18 months after authorization to proceed The method of contractor selection has not been determined at this time.
