The selection of the successful bidder shall be made in the best interest of PASD, as they solely determine, and bidders acknowledge this by submitting a bid. Bids may be held by PASD for a period not to exceed sixty (60) days from the date of the opening of bids for the purpose of reviewing the bids, before awarding the Contract. In this period of time no Bidder may withdraw their bid.
