As of August 5, 2025, this project has not yet been awarded. A timeline for award has not yet been established. The purpose of this project is to restore the Arlington WPCP to its current permitted treatment capacity at a flow rate of 0.4 MGD. The itemized replacement, repair and rehabilitation descriptions are found in the Bid Form and described in detail in each unit process specification section. Major Work as described in the Contract Documents includes the following: Blower and MBBR Tanks - 2 units 1. Blower replacement including components, materials and hardware 2. Discfuser diffuser replacement 3. Media retention screen replacement 4. MBBR media replacement Astrasand Filter - 2 units 1. Filtering media replacement 2. Air lift unit replacement 3. Influent distributor replacement 4. Internal piping and effluent trough replacement UV Disinfection 1. Channel and bulb replacement Electrical 1. Electrical panels and components replacement Minor Work under the Contract will include ancillary Work associated with the replacement Major Work such as the preparation and coating of exposed metals, replacement of small diameter piping and replacement of supports. The Scope of Work as described above is not all inclusive. The submittal of a Bid requires a full knowledge of the Work as provided in the Contract Documents. Time allotted for completion of work is 380 consecutive calendar days. All Work shall be completed in accordance with the plans and specifications. The Work will be awarded in one (1) Contract. No bid may be withdrawn after the closing time for the receipt of bids for a period of sixty (60) days except as specifically may be provided in the Instructions to Bidders and/or by State law. The Scope of Work as described herein is defined as "utility contracting" in accordance with O.C.G.A 43-14-2(17) so the Contractor performing the work must provide proof of a valid license by the State of Georgia as a "General Contractor" or a "Utility Contractor". See Instruction to Bidders for additional bidding requirements. Bids shall be accompanied by a bid bond or certified cashier's check in an amount not less than 10% of the base bid. All bonds shall be by a surety company licensed in Georgia with an "A" minimum rating of performance and a financial strength of at least five (5) times the contract price as listed in the most current publication of "Best's Key Rating Guide Property Liability". Performance and Payment Bonds, each in an amount equal to 100% of the contract price shall be required of the successful bidder if contract is awarded. Each Bond shall be accompanied by a "Power of Attorney" authorizing the attorney-in-fact to bind the surety and certified to include the date of the bond. Owner reserves the right to reject any or all Bids, including without limitation, the rights to reject any or all nonconforming, nonresponsive, unbalanced or conditional Bids and to reject the Bid of any Bidder if Owner believes that it would not be in the best interest of the Project to make an award to that Bidder, whether because the Bid is not responsive or the Bidder is unqualified or of doubtful financial ability or fails to meet any other pertinent standard or criteria established by the Owner.
