Project elements include a new interchange at Whitelock Parkway and State Route 99 (SR99), a bike/pedestrian crossing over SR99, realignment or modifications to East Stockton Boulevard and the extension and widening of Whitelock Parkway. The Project will also include auxiliary lanes between Elk Grove Blvd and Grant Line Road. Per the City's agreement with the California Department of Transportation (Caltrans), the environmental document will include SR99 high occupancy vehicle (HOV) lanes in both northbound and southbound directions between Elk Grove Blvd and just south of Grant Line Road but the Final Design and Construction of the HOV lanes will be the responsibility of others and will not be included in this Project's scope and fee. The Consultant shall provide the following PA&ED support, Final Design, Right-Of-Way support and Construction support services including but not limited to the following: 1. Project management including coordinating with project partners such Caltrans and the Cosumnes Community Services District (park impacts) 2. Quality Control 3. Boundary, aerial and topographical surveys 4. Civil engineering design from a PSR-PDS level to Final Design including interchange and roadway geometrics, structures, drainage, traffic control, staging, erosion control, utility relocations, etc.... 5. Value Engineering Analysis workshop & deliverable 6. Design support for the environmental document but excluding Project deliverables previously provided by others 7. Traffic Analysis - Vehicle Miles Traveled (VMT) 8. Traffic engineering including signals, illumination, ramp meters, signing and striping 9. Geotechnical investigations and report 10. Utility relocation coordination (including potholing if necessary) 11. Landscape architecture for the Project and for potential impacts to the Elk Grove Park 12. Design support for Right of Way coordination and acquisitions a. Permission to Enter exhibits b. Property owner exhibits c. Plats and legals d. Coordination with City's Appraiser as necessary 13. Design support for environmental permits 14. Public outreach 15. Grant writing assistance 16. Specifications and construction cost estimate 17. Bidding assistance 18. Optional Task - Designer assistance during Construction (not Construction Management) 19.
