The Sacramento Area Sewer District (SacSewer) is a sewage collection, treatment, and resource recovery utility providing service to more than 1.6 million people in a 386 square-mile service area in the Sacramento region. SacSewer's service area includes the unincorporated areas of Sacramento County, and the cities of Citrus Heights, Rancho Cordova, Elk Grove, Folsom, Sacramento, and West Sacramento. SacSewer owns and operates over 5,000 miles of sewer pipes and is responsible for the operations and maintenance of those pipes. Sewage is collected from residential, commercial, and industrial customers and conveyed to SacSewer's EchoWater Resource Recovery Facility (EchoWater Facility) near Elk Grove. The following is SacSewer's mission and vision: Mission: Serving our community by protecting public health and the environment through sewage collection, treatment, and resource recovery. Vision: Setting the bar for excellence in utility management and environmental sustainability. SacSewer implements cathodic protection measures to safeguard its extensive network of metal pipelines, pumping stations, and underground infrastructure. This corrosion control technique is for preventing deterioration of the pipelines that are in contact with soil. Without proper protection, these components would be vulnerable to accelerated corrosion, leading to failures, sewage leaks, and costly repairs. By investing in cathodic protection, SacSewer is extending the operational lifespan of its infrastructure, and reducing the risk of environmental contamination, and ensuring reliable wastewater management services for the community. This approach represents SacSewer's commitment to responsible asset management. SacSewer is soliciting proposals from qualified consultants to perform a comprehensive survey and implement necessary preventative maintenance on its Cathodic Protection (CP) Systems. This project encompasses the EchoWater Resource Recovery Facility (EchoWater Facility) and various Remote Interceptor Sewer System Facilities. The scope of services will include but are not limited to those denoted below. A submitted proposal must address the entire scope of services listed. The project is scheduled for a duration of one year. During this period, the consultant is required to conduct and record a comprehensive field survey and assessment of the cathodic protection systems of SacSewer, as detailed in Attachment E. A complete evaluation of the Cathodic Protection (CP) system is planned for the conclusion of the one-year term. This evaluation will establish a benchmark for comparison against the results of the preceding testing period, determining which CP systems will necessitate increased testing frequency going forward. SacSewer reserves the right: o To reject any or all Proposals, or any part thereof; and o To select more than one consultant; and o To waive any informality in the Proposal; and o To accept the Proposal that is in the best interest of the SacSewer. Pre bid meeting notes: SacSewer will only accept submitted proposals from entities who attended this mandatory pre-proposal conference. RFP participants and attendees must e-mail Jarrett McBride at mcbridej@sacsewer.com, before June 11, 2025, 3:00PM PT with attendee names prior to the mandatory pre-proposal conference and site visit. This information is required to coordinate access to the mandatory pre-proposal conference and site visit. RFP date notes: Each bidder must submit a comprehensive proposal and a separate sealed cost proposal. These documents should be packaged together in an envelope or box. If hand-delivered or mailed, the outer package must clearly display the name (Jarrett McBride) and the RFP number. The method of Contractor Selection has not been Determined at this time.
