Grady Minor and Associates, LLC but the awarded amount is not available.** The City of Fort Myers is seeking submittals for ROWTP Production Wellfield Expansion. All questions regarding the meaning or intent of the solicitation documents must be submitted through the OpenGov Portal. Only questions received before the deadline specified in the solicitation timeline will be considered. Consultant/Contractor, hereby agrees to provide and perform the Scope of Services required and necessary to complete the work as set forth below: Project Background: The City owns and operates 27 production wells that comprise the brackish water wellfield that supplies raw water to the City Reverse Osmosis Water Treatment Plant (ROWTP). As the regional population growth increases demand, expansion and improvements to the wellfield system will be required. The population growth rate within the City's water distribution is estimated as 1-3% annually and is expected to grow to over 125,000 residents by 2040. To ensure residents receive continuous potable water supply, there must be adequate, uninterrupted raw water supply. To achieve an uninterrupted raw water supply, the city must construct additional potable supply wells and associated transmission pipelines as well as rehabilitate older wells and transmission pipelines to increase raw water supply, increase system redundancy and improve system resiliency. The City continues to expand the potable wellfield to meet future demand needs. Under the existing Water Use Permit (36-00035-W), the City is permitted to withdraw 19.11 million gallons per day (MGD) of raw water. Development of production well sites P-1E and P-2E are funded in part of in whole by the U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant - Disaster Recovery (CCDBG-DR) program. The project will design and provide construction inspection services for two new production well facilities and accompanying raw water transmission main. It is the City's goal that each well shall provide approximately 1 MGD of treatable quality groundwater. The project will also include contractor bidding assistance. Further, the selected consultant shall support the CITY to ensure compliance with both grant terms and conditions for the entire project. The consultant will thoroughly review all essential documents and ensure that all funding obligations are fulfilled throughout the project. The consultant shall provide all required reports and documentation and ensure compliance as required by the grant, including but not limited to, the provisions and requirements contained in this RFQ. The City continues with design and construction of new production well facilities. The City of Fort Myers is seeking a qualified and responsible design team to provide design, permitting, and support during construction activities for expanding the capacity of the potable water supply wellfield. All expansion improvements shall comply with necessary regulatory and code requirements, including but not limited to City of Fort Myers Building and Utilities Departments, SFWMD, and FDEP. In addition, well sites will conform to the City of Fort Myers typical wellsite layout. The project includes coordination with the Construction Manager at Risk (CMAR) for the RO Water Treatment Plant (ROWTP) improvements projects and the Design Builder for the WTP Wellfield Expansion to 20 MGD, which are responsible for increasing raw water treatment capacity and ability. The project will include tasks and activities such as, but not limited to, engineering, design, survey, technical specifications, permitting, inspection and grant funding support necessary to construct the wellfield expansion. The design services rendered during this project shall result in a complete, functional, and operable project. The project includes the following main elements: Provide a detailed project execution plan indicating how the process expansion will occur without negative impact to existing facility operations. The plan should include a detailed schedule and address roles and responsibility for design activities and should be critical path based. o Groundwater and solute transport modeling of the regional UFA. o Production well appurtenance design. o Raw water transmission main modeling, design, and construction. o Fiber optic network design and PLC integration with existing assets. o Develop and submit all necessary permitting. Provide Systems Integration including all SCADA upgrades to interface with all necessary instrumentation and controls equipment and electrical circuits and conduits. Commissioning activities will include manufacturer start up and training, verification that equipment functions as intended when energized/called into service, provide operation and maintenance information, and provide any necessary coordination and technical support.
