A Small Business is a business in the United States which is independently owned, not dominant in its field of operation, employs no more than 100 full-time or full-time equivalent employees, and earns less than $7 million in gross annual revenues for building design, $20 million in gross annual revenues for sales and services, and $25 million in gross annual revenues for information technology sales or service. The City reserves the right to reject any or all proposals and the City is not bound to accept any proposal if that proposal is contrary to the best interest of the City of York. Similarly, the City is not bound to accept the lowest dollar proposal if the offer is not considered in the County's best interest. A bid bond by acceptable surety or a certified check made payable to the City of York in the amount of 10% of the maximum bid must be provided by each bidder with their bid. The successful bidder, when awarded a contract, shall furnish Performance and Payment Bonds (with suitable surety), as specified in the Contract. The City of York reserves the right to accept any bid or reject any or all bids.
