This project consists of furnishing all materials, equipment, supplies, transportation, and labor, performing all operations, and conducting all work necessary to drill and install up to four (4) new nested monitoring wells in Merced area of California. Other items not listed shall be placed, constructed or installed as required by the Contract Documents. Question Submission Deadline 5:00pm May 12, 2025 The project is located across various locations throughout Eastern Merced County, CA. The bidder's proposal form is bound in the Contract Specifications Book. Bids shall be accompanied by a Proposal Guaranty of a certified check or bidder's bond of not less than ten percent (10%) of the total amount of the bid, made payable to the order of the Merced Irrigation-Urban Groundwater Sustainability Agency, to be retained as liquidated damages by the Agency if the successful bidder fails to enter into a Contract. Upon entering into a contract, the successful bidder will be required to furnish a Performance Bond and a Payment Bond, each for 100 percent (100%) of the contract amount. The Merced Irrigation-Urban Groundwater Sustainability Agency reserves the right to reject any or all bids, or to waive any informalities. If awarded, a contract will be awarded within 14 calendar days of the bid opening. Attention of bidders is particularly called to the requirements as to conditions of employment to be observed, and minimum wage rates to be paid under the contract. The Contractor shall pay not less than the wage rates established by the Director of Industrial Relations, State of California. Contractor shall provide certified payroll reports at the interval requested by the Merced Irrigation-Urban Groundwater Sustainability Agency. The Contractor shall comply with the requirements of the California Labor Code and specific attention is called to Section 1777.5 regarding Apprenticeship Standards. No bid will be accepted from a Contractor who has not been licensed as a Classification C-57 - Water Well Drilling Contractor in accordance with the provisions of Section 7000 through 7145.5, inclusive and as amended to date, of the Business and Professions Code of the State of California and Section 732 of the California Administrative Code. The Contractor shall comply with California Labor Code Section 1771.1 (a): A Contractor or subcontractor shall not be qualified to bid on, be listed in a bid proposal, subject to the requirements of Section 4104 of the California Public Contract Code, or engage in the performance of any contract for Public Work, as defined in this chapter, unless currently registered and qualified to perform Public Work pursuant to Section 1725.5 of the California Labor Code. It is not a violation of this section for an unregistered contractor to submit a bid that is authorized by Section 7029.1 of the California Business and Professions Code or by Section 10164 or 20103.5 of the California Public Contract Code, provided the contractor is registered to perform the public work pursuant to Section 1725.5 of the California Labor Code at the time the contract is awarded. The Contract shall be signed within 10 working days after receipt of the Notice of Award. Work shall be completed BEFORE AUGUST 30, 2025. No bidder may withdraw his bid within 60 days after the actual date of the opening thereof. No interpretation or correction of the plans, specifications, or any other pre-bid document will be made orally. Every request for interpretation or correction of any ambiguity, inconsistency, or error should be in writing, addressed to Merced Irrigation-Urban Groundwater Sustainability Agency, Attention: Matt Beaman, via email at contact@miugsa.org and Luis Busso, via email at lbusso@geo-logic.com to be given consideration, must be received at least ten (10) days prior to the date fixed for the opening of bids. Any and all such interpretations, and any supplemental instructions, will be in the form of written addenda to the specifications, which, if issued, will be: emailed to all prospective bidders (at the respective email address furnished for such purposes) not later than five (5) days prior to the date fixed for the opening of bids. Failure of any bidder to receive any such addendum or interpretation shall not relieve such bidder from any obligation under his bid as submitted. Only a written interpretation or correction by Addendum shall be binding. No bidder shall rely upon any interpretation or correction given by any other method. All addenda shall become a part of the contract documents. For any moneys earned by the Contractor and withheld by the District to ensure the performance of the contract, the Contractor may, at his request and expense, substitute securities equivalent to the amount withheld in the form and manner and subject to the conditions provided in Sections 2230 and 10263 of the Public Contracts Code. Box 818 (95341) Merced, CA 95340. It shall be the responsibility of the Bidder to contact the GSA not more than ten (10) calendar days before bid opening for any possible addenda to the Plans or Specifications.
