Site work for a water / sewer project in Brockton, Massachusetts. Completed plans call for site work for a water / sewer project.
The work of this contract consists of trenchless rehabilitation and open-cut spot repairs of existing sewers and rehabilitation of existing sewer manholes of the Brockton sewer system within sub-areas 10, 58, and 117. The work includes light and heavy cleaning of sewers, television inspection, open-cut spot repairs, chemical root control and cured-in-place (CIP) sewer pipe lining, and rehabilitation of sewer manholes.. The work also includes, but is not limited to, all restoration, bypass pumping, miscellaneous work and cleanup, and all required work as shown on the Drawings and as specified herein. The Contract Time shall be 250 Calendar Days commencing twenty days following the Effective Date of the Agreement. No time extension will be granted for inclusion of a Bid Alternate. All questions about the meaning or intent of the Contract Documents shall be received in writing by CDM Smith, 3 Davol Square | Building A, Suite A-425, Providence, Rhode Island, Attn: Chad Kershaw, kershawcj@cdmsmith.com. Each Bid shall be submitted in accordance with the Instructions to Bidders and shall be accompanied by a Bid Security in the amount of five percent of the Bid. Bidders may not withdraw their Bids for a period of thirty days, excluding Saturdays, Sundays, and legal holidays after the actual date of the opening of the Bids. The Successful Bidder must furnish a 100 percent Performance Bondand a 100 percent Payment Bond with a surety company acceptable to the Owner. Complete instructions for filing Bids are included in the Instructions to Bidders. Minimum Wage Rates as determined by the Executive Office of Labor and Workforce Development under the provision of the Massachusetts General Laws, Chapter 149, Section 26 to 27H, as amended, apply to this project. It is the responsibility of the Contractor, before bid opening, to request, if necessary, any additional information on Minimum Wage Rates for those trades people who may be employed for the proposed work under this Contract. Federal Minimum Wage Rates as determined by the United States Department of Labor under the Davis-Bacon Act also apply to this project. The bidding and award of this Contract will be under the provisions of M.G.L. Chapter 30, Section 39M. Award of this contract will be contingent on the City's needs, appropriation, and availability of funds. The Owner reserves the right to waive any informality in or to reject any or all Bids if deemed to be in its best interest. The work under this Contract is funded in part by the Massachusetts Clean Water Trust (the "Trust"). Disadvantaged Business Enterprise (DBE) goals are applicable to the total dollars paid to the construction contract. The goals for this project are a minimum of 4.20 percent D/MBE participation and 4.50 percent D/WBE participation by certified DBEs. The two low bidders shall submit completed DBE forms (EEO DEP 190C, EEO-DEP-191C and the DBE Certification of United States Citizenship form) by the close of business on the third business day after bid opening. Failure to comply with the requirements of this paragraph may be deemed to render a proposal non-responsive. No waiver of any provision of this section will be granted unless approved by the Department of Environmental Protection (MassDEP). This Project requires compliance with the Department of Environmental Protection's (DEP) Diesel Retrofit Program by use of after-engine emission controls that are EPA certified, or their equivalent, on all of the off-road (non-registered) diesel vehicles/equipment, and vehicles greater than 50 brake horsepower, which will be used in the performance of the work.
