Bids must be accompanied by bid security equal to five percent (5%) of the amount of the bid, in the form of a certified check, drawn upon a national or state bank or trust company to the order of "City of Ogdensburg Housing Authority", or a bond from a surety company licensed in the state of New York, with sufficient sureties in a penal sum, and holding certificates of authority in compliance with 31 CFR part 223 Surety Companies Doing Business with the United States... conditioned that if Bidder's proposal is accepted, bidder will enter into a contract for the same, and will execute separate Performance Bond and Labor and Materials Bond each equal to one hundred percent (100%) of the Contract Amount.
