West Whiteland Township is seeking a contractor for Road Paving within the township for the 2025 Roadway Paving Program for seven (7) roads totaling approx. 1.45 miles. The awarded contractor will be required to provide milling & paving. Question Deadline 05/27/2025 at 1:00 PM ET Location online portal. The Work included in this Bid consists of furnishing all new materials, equipment, supplies, labor, transportation, fuel, and power and performing all Work as required by the Bid, in strict accordance with the Specifications, Drawings, and Pennsylvania Department of Transportation Specifications Publication 408, latest revision, all of which are made a part hereof; and including such detail Drawings as may be furnished by West Whiteland Township from time to time during construction in interpretation of said Drawings. The Contractor shall supply all material, labor and equipment necessary to complete the project in accordance with the specifications, whether expressly called for in the specifications or drawings or not, which are necessary to complete the project and ensure its proper construction. The Work shall be executed in the best and most workmanlike manner by qualified, careful, and experienced workers. The Contractor shall at all times use their best efforts to ensure that the workers are courteous to members of the public encountered during the Work under this contract. In the event of violations of this provision, the Township shall in its discretion have the right to require the Contractor to remedy the problem and prevent future violations by removing the offending worker(s) from all work under this Contract. Contractor cannot do paving / milling on Tuesdays due to Trash Day The Work shall include, but not necessarily be limited to, furnishing materials, equipment, and labor for constructing the following: 1. 19,221 sqyds of Milling of bituminous asphalt to minimum 1 1/2 " inches full width, curb to curb. 2. 1600 tons of Paving of Superpave Asphalt Mixture Design, HMA Wearing Course, PG 64-22, < 0.3 Million ESALS, 9.5 mm mix, 1 1/2 " depth, SRL-H, including leveling course and tack coat. Description of Work - Paving: 3. The Contractor shall provide asphalt wedges or similar temporary protection to exposed manhole and drainage structure frames that will be left exposed for more than two days. 4. Paving on each road shall not commence until the Township has approved surface preparations (free of debris, clean and vertical interface at manhole and drainage structure frames, etc.). Surface preparations include: a. Roadway surface free of accumulated dust and debris, particularly at paving limits, at curb edges and at drainage inlets/manholes. Be prepared to clear debris with blowers or air wand if necessary. b. Particular attention should be to have 1.5" vertical milled area (reveal) at manholes and inlets. c. Tack coat shall be applied from curb to curb. Be prepared to hand apply adjacent to curb if truck mounted spray-bar cannot get close enough. 5. At curbed driveway entrances, provide a 0.75" reveal at curb to facilitate drainage along roadway edge. Adjust milling depth as necessary to accommodate paving with reveal. 6. The Contractor must notify all affected properties, defined as those directly adjacent to the road, by written correspondence that is approved by the Township. The letter must be delivered a minimum of two (2) business days in advance of the commencement of work. Roads must be posted for no parking by the Contractor. If weather prevents work being started or completed, the affected roads must be reposted and the affected properties re-notified by the Contractor. If sufficient notice is not provided as prescribed, the Township reserves the right to suspend all work activities by the contractor until such advance notice is provided. The Township shall not be held accountable for any costs incurred due to suspension of work. 7. The Contractor is responsible for all traffic control in accordance with PennDOT Publication 213, Work Zone Traffic Control. a. The Contractor is responsible for providing proper traffic control, during all phases of the work performed under this contract. b. The Contractor is responsible for protecting the uncured surface until it can be opened to traffic. Any damage caused by the operation shall be the responsibility of the Contractor. c. Flaggers: The Contractor shall employ and provide flaggers as may be necessary to keep the motoring public informed and directed in a safe manner through the work area. Flaggers shall be properly attired wearing hardhat with safety vests. Flaggers, at all times, shall perform in a professional manner, using proper hand signals. The Contractor shall provide personnel to actively manage traffic. Traffic Control should not be treated as an ancillary function of ground personnel. The Township reserves the right to suspend milling or paving operations if traffic control is not adequately maintained
