The City of Brashear is requesting qualifications for Planning, Design, Bidding and Construction Engineering Services to address water system improvements related to the replacement of an existing 50,000 gallon elevated water storage tank. The project may be funded through a combination of Missouri Department of Natural Resources SFR loans and or Grants as well as Community Development Block Grant, or USDA RD loans and or grants. Other funding agencies may be involved in the future, but no specific programs outside of the ones listed are planned to be pursued at this time. A detailed description of project scope should be requested by email to Angie McKim at citybrsh@marktwain.net. Questions must be submitted via email by 8:00 AM on May 21, 2025 and will be answered to all known interested firms by 4:00 PM on May 28, 2025 and will be included in all information requests until the day of submissions. Qualification information provided to the City shall include: A. The specialized experience and technical competence of the firm with respect to the type of services required; B. The capacity and capability of the firm to perform the work in question, including specialized services, within the time limitations fixed for the completion of the project; C. The past record of performance of the firm with respect to such factors as control of costs, quality of work, and ability to meet schedules; D. The firm's proximity to and familiarity with the area in which the project is located. E. The firm's professional experience in designing systems for water projects. Once the City selects the most qualified firm based on the above qualification evaluation, an engineering agreement will be negotiated. The engineering agreement may include services other than planning, design, and construction including, but not limited to, assistance with securing the project financing, assistance with attaining easements or real property, user rate analysis, surveying, or other services as needed.
