All bids must be accompanied by a certified check or bid bond in the amount of ten (10%) percent of the bid made payable to Eldred Township. A bid bond must be issued by a surety company authorized to do business in the Commonwealth of Pennsylvania and listed on the U.S. Treasury's Circular 570. Proposals will not be accepted after the deadline. All Bids must be received at the Township Municipal Building before the deadline. Proposals submitted may not be withdrawn or changed after the deadline. Proposals may be held by the Eldred Township for a period of not to exceed sixty (60) days from the date of the opening of proposals for the purpose of reviewing the proposals and investigating the qualifications of Bidders, prior to awarding the Project. This project is subject to Prevailing Wage Act and regulations. The Contractor shall be required to pay wages in accordance with the Commonwealth of Pennsylvania Department of Labor and Industry Prevailing Wage Determination included in the Contract Documents. The Pennsylvania Public Works Employment Verification Act applies to the project. Bidders are to include with their bid a completed Public Works Verification in the form provided by the bidding documents. The Successful Bidder will be required to furnish and pay for Performance and Payment Bonds in the amount equal to 100% of the contract price within twenty (20) days of the award of the contract, in such form as meets the approval of the Township and having as security thereon such Surety company or companies as are listed on the U.S. Treasury's Circular 570 and authorized to perf01m services in the Commonwealth of Pennsylvania. All work must be completed by August 31, 2025, for the Bituminous Paving contract; liquidated damages will apply at the rate of $975.00 per day for each day beyond this date that the work remains incomplete. The Eldred Township Board of Supervisors reserves the right to accept or reject any and/or all proposals or portions thereof, and to delete projects and or portions of the project depending on budgetary constraints. The Eldred Township Board of Supervisors reserves the right at its option to waive any informalities, irregularities, defects, errors, or omissions in any or all of Bids and to accept or reject any or all parts of the Bids which in its judgment is in the best interest of the Township
