The contractor will conduct a physical inspection of all improvements on non-residential accounts (excluding recreational) for the 2025 General Assessment in Fort Smith to determine model, quality, structure, area, age, C.D.U., and any relevant information that affects assessed value. Appendix A provides the current Assessment Roll. The contractor will assess all the improvements present on accounts which correspond to the following property class codes on Appendix A: 106, 107, 108, 109, 110, 111, 113, 206, 207, 208, 209, 210, 211, 213, 306, 307, 308, 309, 310, 311, 313. In addition to these properties listed in Appendix A there may be a small number of additional un-surveyed and untenured properties to be assessed. The improvements will be assessed in accordance with the Property Assessment and Taxation Act (PATA), the policies and procedures identified by M.A.C.A and the 1984 Alberta cost manuals. The contractor will determine the assessed value at two thirds (66.6%) the depreciated replacement cost new using a base year of 2024 and a depreciation year of 2025. All properties are to be physically assessed and calculated using the blue assessment field cards and then entered to calculate into the CAMAlot database. The contractor will be responsible for entering all pertinent information into the CAMAlot database. A current photograph, or photographs of all assessable improvements, must be taken and attached to the assessment card, loaded into CAMAlot and assigned to the proper account. A scaled diagram using metric and imperial measurements and labeled by model, quality and structure must be provided for each improvement and entered in the CAMAlot database using APEX. Diagrams must also be completed on the blue assessment field card. Where more than one residential, industrial or commercial improvement occupies a single lot, the contractor shall prepare a site diagram identifying the improvements that they will enter into the CAMAlot database. The contractor will scan any diagrams or supporting documents that cannot be manually entered into the CAMAlot database and assign them to the proper account. The contractor will assign the appropriate property class and owner code to each account. The contractor will provide a report describing improvement valuation techniques where a\ deviation occurs from the cost manual, or GNWT assessment practices or policies. Any information regarding specific problems relating to building evaluations, costs, interviews conducted, and the formulas, rates and adjustments factors used for calculating replacement cost must be provided to the Assessment Section or the Manager of Assessment upon completion. The contractor will create accounts for and enter data for any new or missed properties. The contractor will identify and note all progressive properties or improvements in the CAMAlot database for re-inspection. All changes to any improvements will be clearly noted in the CAMAlot database. Any improvements occupying land without a lease, or other disposition, must be marked by a GPS way point and the contractor shall make every effort to determine the ownership of the improvement.
