The contractor: o is required to value all parcels of land within the Municipal boundaries of the Town of Fort Smith using 2024 as the base year for valuation. o shall physically inspect all parcels within the Municipal boundaries; all factors affecting the value of the parcel are to be noted. o shall apply the method for assessing land set out in PATA. All factors that influence the value of land must be considered. See PATA Regulations: Part 1, subsections 2(1), 2(2) and 2(3). o shall produce a land sales analysis of the Town of Fort Smith containing all pertinent information, the land valuation techniques used, the sales analysed, and the interviews conducted. o shall produce a land procedures report detailing the formulas, rates and adjustments used to calculate value. o will be responsible for calculating the assessed value for each parcel and showing all adjustments. An explanation for any abnormal adjustments made to the parcel will also be required. o shall work with CAMAlot representatives to set up newly developed land model specifications and calibrations in CAMAlot to calculate land values. o shall ensure that all land rates, adjustments and formulas are calculating and performing as expected in CAMAlot through testing and editing. o is to update and enter into CAMAlot all pertinent land related property characteristics for each parcel of land within the Town of Fort Smith. o shall create and update all account header information in CAMAlot when dealing with an account that was not subject to previous assessment. o is to identify all accounts where the assessment of land is handled through an over-ride rather than calculating on the system. The valuation of these accounts must be attached to the account through a spread sheet. o shall create maps to aide in the identification of neighbourhoods and zones of consideration pertinent to determining value. o should note that all new survey plans up to and including October 31, 2025, must be incorporated into the assessment and will form part of this proposal. o should note that he/she may be required, at the discretion of the Director of Assessment, to attend the Fort Smith Open House and/or appeal proceedings as required to defend assessments.
