Purpose of considering the award of a four (4) year contract for the collection, removal and disposal of all solid waste from all premises in the Seaview Ocean Bay Park Garbage District from January 1, 2026 through December 31, 2029. The written request for a bid package must specify the name of the person requesting the bid package and provide: a U.S. mail address, an e-mail address, and a telephone number for such requestor. Bid packages will be e-mailed or, if requested, mailed via U.S. mail to the address indicated in the request within two (2) business days of receipt of the written request or can be picked up at such office if prior arrangements for pick-up are made. A request for an in-person pick-up or the bid package must be specified in the written request for the bid package. Such request must state the person who will pick up the bid package, the requested time and date (limited to between the hours of 9:30 am. and 4:30 p.m. on any business day) and the contact information (name, e-mail address and telephone number) of the person who will pick up the bid package, The date and tine of pick-up will be confirmed within two business days of receipt of the request for the pick-up by return email. No telephone requests for bid packages will be accepted as all requests must be in writing as specified herein. Each bid must be submitted on the official forms furnished by the District in a sealed envelope of the Bidder and addressed to the Seaview Ocean Bay Park Garage District c/o Andrew k. Martingale, Esq. at the office address. Each bid must be accompanied by a certified Check or Bid Bond made payable to the Seaview-Ocean Bay Park Garbage District, on a form acceptable to the District's Attorney, in a sum equal to five (5%) per cent of the bid for the first year of the contract (2026). This must be deposited by each bidder with its bid as guarantee that in the event the contract is awarded to it, it will, within fifteen (15) days after written notification of such award or intent to award, execute the contract and furnish the performance and payment bonds with a surety satisfactory to the Board of Garbage Commissioners. Upon failure to do so, the bidder shall forfeit the deposit (Certified Check or Bid Bond) or an amount equal thereto as liquidated damages. Acceptance of the bid will be contingent upon the fulfillment of this requirement by the Bidder. The Certified Checks or Bid Bonds will be returned when the Board has approved the executed contract or rejected all bids. The successful bidder will be required to furnish an annual Performance Bond and Labor and Material Payment Bond in the amount of 100% of the annual contract sum, guaranteeing performance according to the specifications and the payment of all obligations arising thereunder. The bidder shall be required to show to the District that the entity is carrying Workman's Compensation Insurance as required by law, and all other insurances in an amount not less than those specified in the bid package. The Contract will be awarded to the lowest responsible bidder meeting specifications, or the proposal will be rejected within sixty (60) days of the opening of the proposals, subject, however, to the discretionary right reserved by the District to reject any or all bids, in whole or in part, waive any irregularities in any or all bids, except with respect to the time limitation for submission of bids, and accept the bid, or part thereof, which it deems most favorable to the District after all bids have been examined and checked. Each bid shall be firm for a period of sixty. (60) days after the date set for submission of bids
