The Stockton Port District ("District") was established under the California Harbors and Navigation Code, Sections 6200 through 6372. It is governed by a seven-member Board of Commissioners (Board). Four commissioners are appointed by the Stockton District Council and three by the San Joaquin County Board of Supervisors. The day-to-day administration of District operations is under the direction of the Port Director who is selected by and serves at the will of the Board. The District's geographical boundaries are the same as the District of Stockton's, with the exception of an eight-mile long strip extending one-half mile on either side of the Stockton Ship Channel. The District is a deep-water seaport located seventy-five miles inland from San Francisco, in the agricultural heartland of California in San Joaquin County. The District owns and operates docks, transit sheds, and warehouses, which are used to load and unload cargo from ships, barges, trucks, and railroads, and to store cargos. Cargos handled by the District include various dry and liquid bulk commodities, general cargos, and project cargos. Some of the commodities handled at the District include steel products, rice, cement and slag, sulfur, gypsum, fertilizers, molasses, coal, edible oils, and ammonia. The District also leases land and warehousing facilities to a number of diverse tenants. District operations are self-supporting and receive no direct tax subsidies. The District invites sealed proposals from qualified contractors with a proven record in railway switching service and track repair service, for services to be performed on portions of the District's beltline railway that the District's short-line operator, Central California Traction Company (CCTC) does not operate on. The District is seeking a third party rail company to switch and serve specific District tenants and tracks designated by the District's Real Estate Department Staff on the District's West Complex (a.k.a. Rough & Ready Island). The designated track areas are shown in the attached Appendix D - West Complex Service Area Map. In addition, the selected Respondent will provide rail track inspection and repair on the designated tracks. Prevailing wage rates apply for maintenance and repair services for a designated area located on Embarcadero. The District intends to engage in a one-year contract with the successful Respondent. Respondents shall demonstrate their capacity and experience in providing the following services in support of the District's rail operations for the West Complex Service Area: 1. Rail Switching Service Coordinate with Port staff and rail customers to develop and maintain a reliable and mutually agreed upon switching schedule within the District's Service Hours and Operating Conditions. Receive rail cars from the short-line railroad and efficiently move them to District tenant's leasehold locations using a qualified rail car mover. Ensure safe, timely, and compliant execution of switching operations. 2. Rail Track Inspection Conduct monthly rail track inspections in accordance with Federal Railroad Administration (FRA) guidelines. Possess the expertise to accurately assess track conditions and identify safety or maintenance concerns. 3. Rail Track Repair Perform necessary rail track repairs to meet or exceed FRA standards. Demonstrate expertise in evaluating track integrity and executing repairs consistent with industry best practices and safety requirements. 4. Communication and Reporting Provide timely and regular written updates on a not less than monthly basis to Port staff regarding rail services, schedules, and track conditions. Maintain clear and accurate monthly service and inspection reports to support billing, compliance, and operational review. Questions From Respondents: May 12, 2025, 5:00 PM PST. The District reserves the right, in its sole discretion, to divide the project into multiple parts, reject any proposal responding to this RFP that the District determines does not satisfy the conditions set forth in this RFP, or contains false, misleading, or materially incomplete information. The District reserves the right, in its sole discretion, to reject all applicants and not to award to any applicant should the District deem that it is in its best interests to do so.
