Site work, paving and outdoor lighting for a transportation facility in Santa Maria, California. Completed plans call for site work for a transportation facility; for outdoor lighting for a transportation facility; and for paving for a transportation facility.
All questions should be directed to the Project Manager, Jason Hargreaves, via Online. DESCRIPTION OF WORK - The work comprises of the following: Airfield safety and security. Site preparation including clearing, grubbing, demolition and removals. Variable grind existing pavement surface. Earthwork and subgrade preparation in shoulder areas. Construct new structural section including recycled material, aggregate base and asphalt pavement. Construct an asphalt pavement overlay of the runway. Groove the runway surface. Airfield pavement markings. Adjust (raise) runway edge and threshold lights. Replace runway edge lights with new LED units and new conductor. Electrical vault including ALCMS upgrades. Removal and disposal of guidance signs and concrete foundations. Construct new concrete sign foundations. Install new signs. Temporary electrical jumpers. Transition paving and removals for periodic runway openings. Construction site environmental control including storm water management. LICENSE REQUIREMENTS - The type of contractor's license required is Engineering A. CONTRACT TIME - The work shall commence within 10 days after receiving a written Notice to Proceed and shall be prosecuted diligently. The work shall be completed within 121 calendar days. The notice to proceed will be issued within 10 days after the contractor awarded the contract has properly signed the contract documents and furnished the required bonds and insurance policies and certificates. If the Contractor refuses or fails to complete the work within the time specified, including authorized extensions, there shall be deducted from monies due the Contractor, not as a penalty but as liquidated damages, the sum of $1,200.00 for each calendar day subsequent to the time specified and until the work is completed and accepted up to and including thirty (30) calendar days past the date established for completion. Contractor shall pay to District the sum of $2,000.00 per calendar day as liquidated damages for each calendar day that Project shall remain incomplete past thirty (30) calendar days after the date established for completion. The District reserves the right, after opening bids, to reject any or all bids, or to make an award to the lowest responsible bidder and reject all other bids. The District reserves the right to waive any informalities or irregularities in any bid which it may deem necessary in its' best interests and as necessary to make an award. Each bidder shall carefully examine the drawings, read the specifications and other contract documents, and shall visit the site of the proposed work to become fully informed as to all existing conditions and limitations that may affect the execution of the work under the contract, and the bidder shall include in the prices bid, the cost of all incidentals and appurtenances. No bid will be accepted from a bidder who does not hold a valid Contractor's License issued by the State of California, and his license number must appear on the proposal. The Contractor shall deposit with the District a surety bond guaranteeing faithful performance of the contract, and a surety bond guaranteeing payment for all labor, materials, rentals, etc. Each bond shall be in an amount equal to 100% of the amount of the contract, shall be on forms prescribed by the District, and shall be executed by a corporate surety licensed to do business in California. A-18DBE REQUIREMENTS This is a federally funded project with a grant issued through the Federal Aviation Administration (FAA). The contractor shall carry out applicable requirements of 49 CFR part 26 in the award and administration of this project. The DBE goal for this project is 8.75%. A-19AWARD OF CONTRACT The contract award, if made, will be made within one hundred twenty (120) calendar days after opening of the bids. No bidder may withdraw its bid within said period. The project includes two bid schedules: Bid Schedule A and Bid Schedule B. The basis of award will be to the lowest responsive, responsible contractor based on the sum total of the two bid schedules. The initial contract will be in the amount of the Bid Schedule A total. A subsequent contract, or amendment to original contract, will be made no later than one year plus 120 calendar days from the date of bid opening, in the amount of the Bid Schedule B total. A-20PAPER ORIGINAL DOCUMENTS The selected contractor, prior to issuance of a contract, shall provide the District a paper copy original of their bid submission, including original bid signature page, surety bonds (or other financial instruments) and notarized statements and signature pages. The envelope shall be addressed to and delivered or mailed to: the Santa Maria Public Airport District, Attention Martin Pehl, General Manager, 3217 Terminal Drive, Santa Maria, California 93455. The envelope shall be plainly marked in the upper left-hand corner with the name and address of the bidder and shall bear the words: "Rehabilitate Runway 12-30: Selected Contractor Original Bid Documentation. The certified or cashier's check, money order, or bid bond shall be enclosed in the same envelope with the original bid paperwork. Failure to provide within 5- working days will preclude forward movement with contract. The goals and timetables for minority and female participation, expressed in percentage terms for the Contractor's aggregate workforce in each trade on all construction work in the covered area, are as follows: Goals for minority participation for each trade: 19.7% Goals for female participation in each trade: 6.9% These goals are applicable to all of the Contractor's construction work (whether or not it is Federal or federally assisted) performed in the covered area. If the Contractor performs construction work in a geographical area located outside of the covered area, it shall apply the goals established for such geographical area where the work is actually performed. With regard to this second area, the Contractor also is subject to the goals for both its federally invovled and non-federally involved construction. The Contractor's compliance with the Executive Order and the regulations in 41 CFR Part 60-4 shall be based on its implementation of the Equal Opportunity Clause, specific affirmative action obligations required by the specifications set forth in 41 CFR 60-4.3(a) and its efforts to meet the goals. The hours of minority and female employment and training must be substantially uniform throughout the length of the contract, and in each trade, and the Contractor shall make a good faith effort to employ minorities and women evenly on each of its projects. The transfer of minority or female employees or trainees from Contractor to Contractor or from project to project for the sole purpose of meeting the Contractor's goals shall be a violation of the contract, the Executive Order and the regulations in 41 CFR Part 60- 4. Compliance with the goals will be measured against the total work hours performed.
