Reference Number 0000293264 Question Acceptance Deadline 23-May-2025 12:00:00 PM EDT Rail Life Optimization - Rail Grinding Program (i) The grinding contracting vendor is required to deliver the following designated Scope of Services for the Project for locations identified within Table 1: (a) Phase One: The Vendor will conduct a thorough validation of the consultant's assessments and perform supplementary inspections to identify gaps, reassess missed sections, and develop a comprehensive grinding plan to align with rail conditions. (b) Phase Two: The vendor will execute the grinding operations to restore rail profiles, address surface conditions and Rolling Contact Fatigue (RCF), and optimize rail performance using advanced equipment, while adhering to safety, environmental, and operational requirements. (c) Phase Three: The vendor will perform post-grinding inspections to ensure defects have been removed and profiles conform to requirements. Validate program success through quality assurance checks, Key Performance Indicator (KPI) monitoring, and final reporting to ensure long-term rail integrity and performance. (ii) General Requirements (Applicable to all Phases): (a) Preliminary Requirements: (i) Within two weeks of contract award, Metrolinx will schedule a kick-off meeting with the Vendor. During this meeting, the Vendor is required to present and provide a baseline schedule for the Detailed Project Plan. (ii) Within two weeks of contract award, the Vendor will prepare and submit comprehensive work plans. This submission should include the track access schedule, equipment specifications, safety documents, and associated documentation in Metrolinx Work Plan Methodology Template (attached along with this document) for thorough review by Metrolinx stakeholders at each stage of the work. In the event of comments from Metrolinx stakeholders, the Vendor is obligated to address and incorporate them. The Vendor must anticipate a review turnaround period of minimum ten (10) business days from the time of submission to the MX stakeholders. Final work plan approval is contingent upon adherence to Metrolinx Standards and Policies. (A) Vendor will follow the Metrolinx Network Access Planning Standards (NAPS) for access to the Rail Corridor. Metrolinx reserves the right to reject any or all Submissions at its sole discretion. Official bid documents must be obtained from www.metrolinx.merx.com and bid submissions must be done through the Merx platform.
