Per the owner, bidding/construction is estimated to take place in April of 2026. *The closed solicitation has been included below for reference: Reno County, Kansas is soliciting Statements of Qualifications (SOQ) from qualified architectural firms to provide comprehensive design services for the planned renovation of the Reno County Health Department facility. The selected firm will work closely with County leadership and staff to develop the design, construction documents, and assist in the selection and integration of a Construction Manager at Risk (CMAR) for the construction phase. The County plans to remodel space currently occupied by the Reno County EMS department, along with other building wide renovations deemed necessary for the efficient use of space in the building. The County's goals for this renovation include: - Upgrading building systems (HVAC, electrical, plumbing) - Improving accessibility and ADA compliance - Reconfiguring internal spaces to enhance staff workflow and public interface - Creating a modern, safe, and functional facility for public health operations Interested and qualified firms who have demonstrated their ability at comparable work are invited to submit qualifications. Written responses and all supporting materials must be submitted via email or through the U.S. Postal Service. Please note that Reno County is not asking for, nor authorizing, your soliciting quotes from contractors or suppliers. SCOPE OF SERVICES The selected architect will provide full design services, including but not limited to: - Programming and needs assessment with stakeholders - Site and facility evaluation - Schematic design, design development, and construction documentation - Code compliance and permit assistance - Coordination with future CMAR during preconstruction - Construction administration and project close-out support This RFQ is not in any way to be construed as an agreement, obligation or other contract between the County and any person or firm submitting a proposal, nor does it obligate the County to pay for any costs incurred in preparation and submission of proposals or in anticipation of a contract. Proposals submitted in response to this request become the property of the County and are subject to the provisions of the Kansas Opens Records Law after the announcement of award is made. The County may investigate the qualifications of any proposer under consideration, require confirmation of information furnished by the proposer and require additional evidence or qualifications to perform the services described in this RFQ. Contract award will be made, at the sole discretion of the County, based on the evaluation of all responses, applying all criteria and oral interviews is determined to be the best qualified to perform the scope of services. The County's decision to select a Design firm. No right of review or appeal of the decision to appoint a Design firm will be considered. The County reserves the right to: A. Obtain clarification of any point in a proposer's response or to obtain additional information necessary to properly evaluate a particular response. B. Reject any or all proposals. C. Cancel the Request for Proposal in part or in its entirety without explanation to the proposers. D. Issue subsequent Requests for Proposal. E. Remedy technical errors in the Request for Proposal process. F. Approve or disapprove the use of particular subcontractors. G. Negotiate with any, all or none of the proposers. H. Solicit best and final offers from all or some of the proposers. I. Award a contract to one (1) or more proposers. J. Accept other than the lowest offer. K. Waive informalities and irregularities in proposals.
