Virginia Commercial Space Flight Authority (VCSFA) is requesting proposals for work to modify the Pad 0A Water Deluge System (WDS). This solicitation includes the demolition of the existing system and the manufacturing, construction, and installation of the new system. The project is located at the Mid-Atlantic Regional Spaceport (MARS) Pad 0A on NASA Wallops Flight Facility, Wallops Island, VA. Desired Project Completion Date: 12/19/2025. Proposals are due 06/16/2025, 4:00 p.m. Eastern time VCSFA reserves the right to reject any and all proposals; or to select the proposal that in VCSFA's judgment, best accomplishes the purpose of the request. In performing the work, the contractor will be expected to: 1. Provide a detailed project schedule no later than two weeks following award 2. Participate in a kick-off meeting no later than two weeks following award. 3. Deliver shop drawings for Engineer of Record ("EOR") review and approval prior to proceeding with any fabrication efforts 4. Provide required clear zone for crane operations a minimum of four weeks before start of required operations 5. Provide laydown requirements for equipment and materials (including site job trailers) for VCSFA review and approval two weeks before area is needed 6. Support weekly contractor tag up meetings on-site or virtual 7. Provide quality plan, site safety plan and any safety data sheets ("SDS") for VCSFA review and approval 8. Provide all operation and maintenance ("O&M") manuals to VCSFA prior to final closeout 9. Conduct a final construction walk-through and VCSFA acceptance
