Site work for a mixed-use development in Wallops Island, Virginia. Completed plans call for site work for a transportation facility; and water / sewer project.

Virginia Commercial Space Flight Authority (VCSFA) is requesting proposals for Pad 0A Structural Modifications. The project entails modifying an existing concrete ramp, adding storage tank foundations, and performing other structural concrete work. The work will be carried out at the Mid-Atlantic Regional Spaceport (MARS), located at the NASA Wallops Flight Facility on Wallops Island, VA. The Contractor agrees to provide the Work required and will complete the Scope of Work as defined above, in connection with the construction of the Project, and will furnish all labor, materials, scaffolding, equipment, systems, machinery, tools, apparatus, and transportation necessary to complete the Work, as described herein and as described in “Attachment F, VCSFA Special Requirements”, including all required shop drawings and samples and shall, as often as directed by the Owner, completely clean all work and remove all contributing debris from the jobsite or to locations designated by the Owner, and perform all work necessary to complete the items of Work as stated in the Contract Documents VCSFA reserves the right to reject any and all proposals; or to select the proposal that in the VCSFA’s judgment, best accomplishes the purpose of the request. The Contractor shall be liable to the Owner for any and all loss or damage to the Owner, or to the Owner for which Owner may be liable, including liquidated damages, as a result of any delay on the part of the Contractor in the prosecution or completion of the Work, or for any delay to the completion of the entire Project attributable to Contractor, with due allowances being made for contingencies provided for herein Contractor shall provide Performance and Payment Bonds, each in the full amount of 100 percent of the value of this Agreement, from a Surety acceptable to Owner and licensed in the state where the Project is located. Bonds shall be provided to the Owner within ten (10) calendar days of issuance of this Agreement. The work involved includes: o Demolition of existing concrete at all locations, including curbing, lighting, and handrails on the ramp. o Ramp construction of reinforced concrete bents roughly 4 feet thick elevated above grade connecting the piles to the ramp surface approximately 2 feet thick to include tying into the existing ramp. o Construction of the reinforced concrete elevated ramp surface, including tying into the existing ramp, slope, drain features, and curbing. This is to be bid with and without Option #1: Provision of Larger Ramp Extension. o Construction of foundations for two storage vessels, including secondary containment and coating for a 28,000-gallon fuel vessel, as well as slab on grade for fuel tank offloads Construction of access platform for storage vessels that include grating, staircase, ladders, etc. o Reinstallation of handrails or installation of new handrails for ramp and storage vessel access platforms. o Installation of new light fixtures, conduit, and electrical connection to existing system. o New reinforced concrete work is needed to strengthen the existing corbels. o Launch mount steel modifications to increase the size of the opening. o Modifications to the hydraulic cylinder support system. o Pricing should be itemized by discipline, including structural concrete, electrical, and metalwork.
