The Virginia Commercial Space Flight Authority (VCSFA) is seeking competitive proposals to negotiate and secure a contract to execute a phased design-build for a Launch Team Facility (LTF). VCSFA is building an on-site LTF, a Pre-Engineered Metal Building (PEMB) currently in the concept design phase. The complex is situated on a 28-acre cleared parcel of land and includes water and wastewater systems installation. The task involves developing and finalizing construction drawings for the LTF. The project is located at the Mid-Atlantic Regional Spaceport (MARS) on NASA Wallops Flight Facility in Wallops Island, Virginia. Virginia Commercial Space Flight Authority (VCSFA) is currently requesting proposals from qualified firms for the execution of a phased design-build for a LTF. VCSFA is developing a multi-building complex in Wallops Island, Virginia, to support a launch service provider. In support of the four launch complexes owned and operated by VCSFA at Mid-Atlantic Regional Spaceport (MARS), VCSFA is constructing a LTF facility on the site. The LTF is a PEMB currently in the concept design phase. The complex is located on a 28-acre parcel of land, which has been cleared and includes water and wastewater systems installation. A. The Offeror shall perform all Work necessary or incidental for the proper execution and completion of all work related to the PEMB and finishes as shown per the Criteria Package (Attachment C). This work includes pre-construction services, engineered PEMB shop drawings, materials, installation of building complete as indicated in Attachment D, final building design and construction administration. The scope for this work shall be as shown in the Criteria Package (Attachment C) and generally includes a PEMB approximately 120' L x 80' W x 12' eave one story office bay, rest rooms, shop area with an interior mezzanine. It also includes a 15' deep by 40' long lean-to shed off the back (north) side. The 9600 square foot building shall include basic mechanical, electrical and fire protection systems. Offeror shall procure and install the building frame and exterior, including, but not limited to foundations, concrete slab, all exterior doors, building frame, siding, roof, insulation.
