THIS NOTICE IS BEING ISSUED TO DETERMINE IF THERE IS SUFFICIENT INTEREST FROM QUALIFIED PRIME CONTRACTORS who are small businesses, HUBZone small businesses, woman owned small business concerns, 8(a) small businesses, or service disabled veteran-owned small businesses and who intend to submit a bid for this solicitation to allow for a set-aside in one of these programs. Interested businesses must submit the following by e-mail to CFLAcquisitions@dot.gov (Attn: Eric Grosskreuz) for receipt by close of business (2 p.m. local Denver time) on May 27, 2025: (1) A positive statement of your intention to submit a bid for this solicitation as a Prime Contractor; (2) A list of all confirmed socioeconomic categories (i.e., 8(a), small disadvantaged business, HUBZone small business, service-disabled veteran-owned small business, EDWOSB, or WOSB status) that apply to your business; (3) A letter from a bonding agent stating your firm's capability to bond for a single project of $20 million, and your firm's aggregate bonding capacity; and (4) Provide a list of road construction projects of equal or greater value and scope to the CA FLAP MOD 258(1) Blue Lake Road project in which you performed roadway excavation, rock excavation, placement of geotextile, placement of roadway aggregate, full depth reclamation, asphalt concrete pavement, and temporary traffic control. DO NOT SEND INFORMATION ON PROJECTS THAT DO NOT INCLUDE THE ABOVE WORK. The size of a small business firm includes all parents, subsidiaries, affiliates, etc. Refer to the Code of Federal Regulations 13 CFR 121.103 for information on how the SBA determines affiliation and 13 CFR 121.108 regarding the penalties for misrepresentation of size status. All firms should be certified in the System for Award Management (SAM) located at https://www.sam.gov/ PROJECT NUMBER: CA FLAP MOD 258(1) PROJECT NAME: Blue Lake Road PROJECT DESCRIPTION: Blue Lake Road (CR 258) provides access to Blue Lake and its associated recreational facilities within the Warner Mountain Ranger District of the Modoc National Forest (MNF). The purpose of the project is to address safety concerns and improve access to recreational opportunities at Blue Lake by rehabilitating two sections of rockfall hazards on CR 64, 6.6 miles of CR 258, and 1.5 miles of Campground Road. The two locations along CR 64 that pose rockfall and slope failure hazards are located 4.6 miles east of the town of Likely, California, and about 3.4 miles farther east. Rehabilitation of CR 258 is from the intersection of CR 64 near the Pit River bridge and extends 6.6 miles to Campground Road, and then another 1.5 miles southwest to the campground loop at Blue Lake. The project includes roadway rehabilitation (pulverizing and asphalt surfacing), two short segments of reconstruction, rockfall hazard mitigation, and drainage improvements. Roadway improvements will maintain the current width of 20' and 22' feet on CR 258 and CR 64 in the rockfall areas and preserve the existing width on Campground Road. Work will stay within the current road prism and maintained roadside ditch, except where guardrail and culverts need replacement. The project also includes minor horizontal alignment and profile adjustments, mitigating rockfall hazards, installing guardrail, roadway subexcavation, replacing culverts, reconditioning ditches, installing erosion control, installing signs, and applying pavement markings. The project has an estimated completion date of August 2026 ESTIMATED COST RANGE: The estimated price range of the project work is between $10,000,000 and $20,000,000. MISCELLANEOUS: The project ranges in elevation between 5,400 to 6,100 at the Blue Lake campground loop. A qualified biologist must conduct detailed technical surveys in rugged terrain, strictly following environmental protocols related to migratory and raptor bird nests. Work in rockfall mitigation zones must comply with blasting safety regulations,unplanned rock falls, environmental impacts, geotechnical challenges, and protecting the roadway. Construction operations sensitive to snow and seasonal cold temperatures may be limited during autumn, winter, and spring months. Both CR 64 and CR 258 may be closed to public traffic with specified considerations. The Method of Contractor Selection has not been determined at this Time. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
