At the direction of the city, the successful engineering firm ("consultant") will provide specified professional services for the Parowan City Industrial Park. Such services may include, but are not limited to the following scope of work. The scope of work is broken into three phases. Phase one will be helping Parowan City submit a preliminary engineering report to federal sources for funding. Phase two will be designing services for the industrial park if funding is awarded to Parowan City through federal or other funding sources. Phase three will be engineering services over improvements to ensure proper construction per federal guidelines. Phase 1: Develop a Preliminary Engineering Report for applications for funding o Complete application and preliminary engineering report for submission to a program like the EDA Public Works and Economic Adjustment Assistance Program, or similar programs. o City has cost estimates for industrial park area. Provide updated cost estimates taking into account federal costs such as Davis Bacon Wages and Buy America Standards. o Work with City staff and council to finalize application budget and submittal. Phase 2: Preconstruction Design Services o Provide design services for completion of industrial park construction. This includes but is not Phase 3: Improvements Oversite o Full-time oversight of improvements during construction of project. This includes daily observations, density tests, concrete tests, and all on-site sampling. o Construction materials testing on all on-site materials testing needs. o Construction management including weekly coordination meetings, submittal reviews, contractor partial payment, change orders as needed, and project closeout. o Grade staking for construction of sidewalk, curb and gutter, pipes, survey control, and creation of model. Preliminary engineering report and application are required to be submitted within 4 weeks of notice to proceed for phase 1. Phase 2 and Phase 3 are contingent on the project being awarded funding by any applicable funding sources. The City reserves the right to award each phase at timing and discretion of city staff and council. Awarded consultant will work on all three phases. If funding is not secured, Parowan will not award phases II and III, but reserves the right to award phases II and III to selected consultant if other funding becomes available. Insurance Requirements For all contracts with the City, the consultant will be required to provide: o General Liability and Automobile: $1,000,000 per occurrence and $2,000,000 aggregate with a $2,000,000 liability umbrella policy. o Valuable Papers & Electronic Media: $250,000 or value adequate to reproduce media. o Professional Liability: $1,000,000.
