Questions: Dan Jessen at dan@parowan.gov Question Deadline 02/20/2026 at 11:30 AM MT Questions Online Portal 2.1 Scope Intent (Performance-Based) The City intends to engage a contractor to: o Remove approximately 650k to 850k cubic yards of accumulated sediment; o Excavate the basin to a Contractor designed, City-approved final configuration, including side slopes, grades, and geometry suitable for long-term flood control functionality and future maintenance; and o Complete the work within a defined and reasonable timeframe. This RFP is intentionally performance-based. Proposers are encouraged to submit creative, realistic, and executable approaches to accomplishing the work, provided the City's performance requirements are met. The material within the basin consists of: o Predominantly sand and gravel suitable for processing into rip rap, road base, bedding sand, and related products; o Some percentage of less desirable material (e.g., clay, fines, or non-processable material). The City does not guarantee material quality, gradation, or marketability. 3. COMPENSATION STRUCTURE 3.1 Compensation in Kind The City intends to compensate the selected contractor solely through the right to remove, retain, use, or sell the excavated material, subject to the requirements of this RFP.
