The Kentucky Community and Technical College System, Office for Facilities Support Services, (FSS) is seeking professional design services for the Kentucky Community and Technical College System. Authorization from the Commonwealth of Kentucky General Assembly that is expected to allow for the design and construction of the project. The Kentucky Community and Technical College System, Office for Facilities Support Services, on behalf of Big Sandy Community and Technical College (BSCTC) desires to procure professional engineering services and an associated project team to accomplish a HVAC Upgrades to the three (3) buildings on the Mayo Campus in Paintsville, Kentucky (Mayo Hall, Mayo Auditorium, and Mayo Technical Building) and one building at Hager Hill, Kentucky (Workforce Solutions building). The Consultant will be asked to evaluate all buildings listed and provide cost estimates for the necessary work. The final scope of the project will be determined during Phase A design of this project. TENTATIVE PROJECT SCHEDULE (Project Schedule may change during negotiations or design) Programming N/A Phase A 75days Phase B 60 days Phase C 60 days Phase D TBD during design process with KCTCS. The programmatic needs of the project are currently being determined by KCTCS Office for Facilities Support Services and the College Representatives, but the initial program statement is expected to be available at the time this design contract has been awarded. The Design Team will be charged with a review of the program statement within the period defined in the project schedule below. These programmatic needs may change before finalized. The first task of the design work will be to analyze the initial program statement and provide a building/site program for the new facility. KCTCS Office for Facilities Support Services desires that the new facility be designed with flexibility in mind since the need for education/ training in this facilities may change from current to subsequent years. KCTCS will need a facility that can be easily adapted to modulating training requirements. The design team should have the experience, capability and staffing to be able to complete a design to meet the timeframe required by KCTCS to respond to the economic development needs. The design team should also have the experience and capability to design in a manner that expedites construction for these same needs. Given current market conditions of materials and delivery lead times, the design team will need to be aware of current market conditions and be able to respond appropriately within construction budget and KCTCS construction timeframe priorities. The design team will be required to utilize the KCTCS Document Collaboration System for all project correspondence and documentation. The design team will be responsible for ensuring that its staff and the staff of any subconsultant is well versed in the use of this system. All documents related to this project shall be submitted, transmitted, transferred, reviewed, approved, or rejected, and/or otherwise processed using the KCTCS Document Collaboration System (e-Communications) which is the KCTCS web-based document collaboration system that shall be used by all project participants. No submission, transmittal, transfer, review, approval, or processing shall be deemed Official without the use of this system. The Kentucky Community and Technical College System reserves the right to request documentation supporting a bidder's claim of resident bidder status. Failure to provide such documentation upon request shall result in disqualification of the bidder or contract termination. The method of Contractor Selection has not been Determined at this time.
