All in accordance with the Bidding Documents and Drawing No. ST- 0946D as prepared by Transportation Engineering for the City of Fort Wayne, Indiana. No bid will be accepted from, or contract awarded to any person, firm, or corporation that is in arrears to the City, upon any debt or contract, or who has failed to execute, in whole or in part in a satisfactory manner, any contract with the City; or, who is a defaulter as to surety or otherwise, upon any obligation to the City.
