Scope of Services Services will include preparation of necessary plans, specifications, estimates and conducting necessary utility coordination for this project. In general, the Consultant shall be qualified and able to provide the list of services: _Investigate the impacted bridge conditions at the various locations depicted on the attached location map and provide treatment recommendations in accordance with Caltrans' Bridge Preventative Maintenance Program guidelines, Highway Bridge Replacement and Rehabilitation Program guidelines, and current Caltrans bridge inspection reports for the various locations. _Participate in coordination meetings with City Staff, FMFCD, FID, Caltrans and any other agencies needed. _Participate in key stakeholders meetings (City, public, schools, etc.) _Prepare and maintain design and construction schedule. _Lead the effort on utility relocations, including preparing and submitting required documents to various agencies. _Preparation of Utility Communication Log to be completed and updated with every submittal, or upon request of City Project Management Team. Conduct site investigation to prepare construction documents. _Process City provided topographic survey information. _Provide Geotechnical testing as required. _Prepare required right-of-way exhibits, deeds and maps showing required right-of-way acquisition. Prepare appraisal maps detailing all acquisitions and any Temporary Construction Easements. _Prepare construction plans, technical specifications, and construction cost estimates at each phase of work identified in the consultant agreement. _Submitting construction documents for review to City offices, utilities/agencies ,and obtaining final signatures on construction documents. _As part of the bidding phase, attend the pre-bid conference, prepare addenda and clarifications if necessary, and attend bid opening. _As part of the construction phase and general construction contract administration, attend the pre-construction conference, review shop drawings and other contractor submittals, provide clarification of construction documents during construction, review and provide technical information for construction contract, change order requests if necessary, and perform as many as two site visits during construction. Prepare record drawing documents using the as-built improvements. The City of Fresno (City) Capital Projects Department is issuing this Request for Qualifications (RFQ) for Statements of Qualifications (SOQ) from qualified civil engineering firms to provide professional engineering services for the capital improvement project at the proposed various locations below. Funding for this project is through the Bridge Preventative Maintenance Program, administered by Caltrans on behalf of Federal Highways Administration. The City of Fresno hereby notifies all consultants that the City has established a Disadvantaged Business Enterprise (DBE) Goal for this project. This project has a DBE goal of TWO PERCENT (2%). All applicable forms must be completed and submitted to the City as part of the consultant's SOQ. It is the responsibility of the Consultant to be familiar with the DBE Compliance Documents.
