The City of East Palo is seeking proposals from qualified professionals for the design of the O'Connor Pump Station Underground Diesel Storage Tank Piping Upgrades project. Project Background The O'Connor Pump Station, located in the southeast portion of the City of East Palo Alto, is responsible for draining the majority of the City's storwmater discharge. This discharge is conveyed by four diesel-driven axial flow pumps and a single electric motor-driven low flow pump. The four diesel-driven pumps are supplied diesel via underground fuel supply lines from a 2,000-gallon underground storage tank. The primary objective of this project is to upgrade the existing underground fuel supply lines for the diesel-driven pumps. The O'Connor Pump Station is enclosed in a concrete masonry unit (CMU) structure located on the San Francisquito Creek Levee in the southeast portion of the City, as shown in Figure 1: Vicinity Map below. The pump station, which was constructed in 1984 by the County of San Mateo, currently serves as the City's only pump station and is responsible for draining the majority of the City's stormwater discharge. Stormwater flow through this pump station is conveyed by four diesel-driven axial flow pumps and a single electric motor-driven low flow pump. The four diesel-driven pumps are supplied diesel from a 2,000-gallon underground storage tank located at the southeast corner of the site. The underground fuel supply lines for these diesel-driven pumps are made of single-walled steel pipe. The primary objective of this project is to upgrade the existing underground fuel supply lines for the diesel-driven pumps at the O'Connor Pump Station. The current fuel lines, which are made of single-walled steel, will need to be removed & replaced with double-walled piping with the ability to monitor the secondary piping in the event that there is a leak from the primary piping via a piping sump. Through these underground diesel storage tank piping improvements, the City aims to ensure that the underground diesel storage tank and all associated piping appurtenances are in accordance with California Senate Bill 445 (SB 445) by December 31, 2025.
