Renovation of a fire / police facility in East Palo Alto, California. Completed plans call for the renovation of a fire / police facility.

The following General Contractors have been prequalified to bid on this project: Beals martin and associates, inc. Gonsalves & stronck construction company inc. Sausal corporation Vance brown, inc. W.E. Lyons construction co. Question and Clarifications Due Date and Time July 30, 2025, 1:00pm Fire Station No. 4 was built in 1953 and located at 3600 Middlefield Road and shares a parcel with the City of Palo Alto Utilities substation. The existing fire station building does not serve the current needs of the Fire Department and does not effectively use the current 0.6-acre portion of the property. City Council included the replacement of Fire Station No. 4 in the Infrastructure Plan approved in June 2014. This project will provide a new facility built to current essential services standards with a high likelihood of being fully operational during and after a major disaster such as a significant earthquake. The City will verify the status of the contractor's license by checking the Contractor' State License Board. The contractor's license and business must match. This verification includes information on any outstanding Board disciplinary action pending against the contractor. It is anticipated that Work on the Project will be required to commence on or about 10/01/2025. The anticipated time of completion is within five hundred forty-eight (548) calendar days after the commencement date specified in City's Notice to Proceed. Nothing in this provision is intended to bind the City to require commencement of the Work by the preceding time. The prime contractor for this work shall possess a valid State of California Contractor's License in the following category or categories: Prime Contractor's Required License(s) - B - General Building Contrator License. For all bids in excess of $25,000, Bid security in the amount of not less than ten percent (10%) of the aggregate amount of the Bid, including all Bid Alternates, is required. Bid security shall be submitted as either surety bond substantially in the form attached to this IFB, or delivered separately on or before the Bid due date in the form of a certified check or cashier's check with reference to this Bid number and project name. The Bid Security of Bidders who do not qualify as the lowest responsible bidder shall be returned to such Bidders no later than sixty (60) days from the date of award of contract unless extended by written agreement. Within ten (10) business days of issuance of the Notice of Award, the selected Bidder shall furnish City a Performance Surety Bond, and Payment Surety Bond. Both bonds shall be in the amount of 100% of the Contract Sum, and in accordance with requirements contained in the General Conditions of this IFB. The Plans, Specifications and Scope of Work have been prepared to describe the standard of quality, performance, and other characteristics needed to meet City requirements. In accordance with Public Contract Code Section 3400, unless otherwise specified, the City will accept alternate proposals of a designated material, product, thing, service, "or equal", and will determine if such alternate proposals are satisfactory in meeting a mandatory requirement or specification and if the proposed alternate meets the intent of the original mandatory requirement. The City reserves the right in its sole discretion to reject any alternate proposals that do not meet the specifications. Pursuant to Public Contract Code Section 7203, if Contractor fails to achieve Final Completion of the entire Work within the Contract Time, including any approved extensions thereto, City may assess liquidated damages on a daily basis for each day of Unexcused Delay in achieving Final Completion, based on the amount of one thousand four hundred seventy-four dollars and two cents ($1,474.02) per day, or as otherwise specified in the Special Provisions. Liquidated damages may also be separately assessed for failure to meet milestones specified elsewhere in the Contract Documents, regardless of impact on the time for achieving Final Completion. The assessment of liquidated damages is not a penalty but considered to be a reasonable estimate of the amount of damages City will suffer by delay in completion of the Work. The City is entitled to setoff the amount of liquidated damages assessed against any payments otherwise due to Contractor, including, but not limited to, setoff against release of retention. If the total amount of liquidated damages assessed exceeds the amount of unreleased retention, City is entitled to recover the balance from Contractor or its sureties. Occupancy or use of the Project in whole or in part prior to Final Completion, shall not operate as a waiver of City's right to assess liquidated damages. The City reserves the unfettered right to reject all Bids for any reason or for no reason, to re-advertise a Bid, or to cancel a Bid listing and elect to perform the Project and Work with its own forces. The City reserves the right to reject as non-responsive any Bid which is incomplete, modified, unsigned, or illegible or which is not otherwise submitted in accordance with the requirements of this Invitation for Bids. A. Work Included: Provide labor, materials and equipment necessary to complete the work of this Section, including but not limited to the following: 1. Open-joint rainscreen facade system including porcelain tile cladding, metal supports and insulation. B. Related Work: The following items are not specified in this Section: 1. Section 061600 - SHEATHING for sheathing behind facade system. 2. Section 061600 - SHEATHING for sheathing behind facade system. 3. Section 072700 - AIR BARRIERS for air barrier behind facade system. 4. Section 076200 - SHEET METAL FLASHING AND TRIM for copings, flashings, and other sheet metal work not part of facade assemblies. A. Work includes but is not limited to the following: 1. Furnish all labor, materials, tools, equipment, operation or methods listed, mentioned or scheduled on the Contract Documents and/or herein specified in this Section. 2. Although such Work is not specifically indicated, furnish and install all supplementary or miscellaneous items, appurtenances and devices incidental to or necessary for a sound, secure and complete installation. 3. Completely coordinate with work of all other trades.A. Work Included: Provide labor, materials and equipment necessary to complete the work of this Section, including but not limited to the following: 1. Finish grading shall consist of scarifying and establishing finish grade to conform to the contours, grades, line and shapes as indicated on the Contract Documents, and insuring that all landscape areas are uniformly graded to an outlet. C. Rough grading and land alteration of existing topographic conditions to conform to the contours, grades, lines and shapes indicated on the Civil Drawings and are not part of this scope of work. A. Furnish all labor, material, equipment and services necessary to provide all work, complete and in place, as indicated on Drawings and specified herein. B. Work specified in this Section includes, but is not limited to the following: 1. Preparation 2. Weed Control 3. Sodding 4. Clean-up A. Furnish all labor, material, equipment and services necessary to provide all landscape work, complete and in place, as indicated on Contract Documents and specified herein. Work specified in this Section, but is not limited to the following: 1. Soil preparation 2. Planting 3. Sod 4. Staking 5. Clean-up BTL was contracted to provide utility locating and GPR utility scanning services on site in Palo Alto, CA. All utilities were requested to be marked by their appropriate designated utility color. Any unknown utilities are to be marked in pink and marked as "unknown". The scope of work for the geotechnical engineering study included: o general site reconnaissance, o exploration of subsurface soil and groundwater conditions from a geotechnical engineering standpoint, o laboratory testing to measure pertinent engineering properties of soil samples collected from the site, o evaluation and engineering analysis of the subsurface data collected from the site, and o preparation of this report.
