This project consists of electrical service upgrade at Schools 1, 2, 5, 6, and High School. The purpose of the project is the electrical switchboard upgrade/replacement and upgraded interior distribution at Linden Schools 1, 2, 5, 6, and High School.. Any bidder requiring documents to be shipped shall make arrangements with the printer and pay for all packaging and shipping costs. Bids must be made on the standard proposal form in the manner designated therein and as required by the Specifications to be enclosed in sealed opa opaque envelopes bearing the name of the project: "Linden Public School District - Electrical Service Upgrade at Schools 1, 2, 5, 6, and Linden High School", and the name and address of the bidder on the outside of the envelope, addressed to: "John Serapiglia, Business Administrator, Linden Public School District". The school district is not responsible for bids opened prior to the bid opening if bid name and opening date do not appear on the envelope. Bids opened prior to the due date and time indicated are invalid. The bidder assumes the risk of any delay in the mail or in the handling of the mail by employees of Linden Public School District, as well as of improper hand delivery. Each proposal submitted must be accompanied by a certified check or bid bond, made payable to the "Linden Public School District", in an amount equal to ten percent (10%) of the total amount of the bid, as a commitment by the bidder that, if its bid is accepted, it will enter into a contract to perform the work and will execute such further security as may be required for the faithful performance of the contract. Certification of bonding company is required for this bid, see Instructions for Bidders. Each bidder shall agree to hold his/her bid price for forty-five (45) days after the formal bid opening. Last day to submit RFI's to be answered is Tuesday, May 27, 2025 at 3:00pm. Addenda, if needed, will be issued on Thursday, May 29, 2025. It is the Board's intention to award the contract to the lowest qualified bidder in compliance with the specifications providing the required security who can meet the experience, technical and budget requirements. The Board reserves the right to reject any or all bids, waive any informality and to accept such bid which, in the opinion of the Board, is in the best interests of the School District. The Owner reserves the right to reject any or all bids, to the maximum extent of its lawful discretion. Bidders are required to comply with the requirements of N.J.S.A. 10:5-1 et seq., "The Law Against Discrimination," and affirmative action, P.L. 1975, C. 127, N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27. Bidders are also required to comply with N.J.S.A. 52:25-24.2 (Statement of Ownership Disclosure Requirement) and P.L. 2004, c. 57 (Business Registration provisions of N.J.S.A. 52:32-44). Bidders and/or its subcontractors must be qualified by the Department of the Treasury, Division of Property Management and Construction (DPMC), pursuant to N.J.S.A. 18A:18A-27 through 33, and shall submit with their bids a Pre-qualification Affidavit, a copy of a valid and active NOTICE OF CLASSIFICATION, and a certified copy of a Total Amount of Uncompleted Contracts Form. Each bidder must possess one or more of the following DPMC Classifications: C047. Each bidder must also possess or utilize subcontractors who possess the following DPMC classifications: C054. All bidders and their subcontractors shall be registered with the New Jersey Department of Labor and Workforce Development, pursuant to the Public Works Contractor Registration Act, N.J.S.A. 34:11-56.48 et seq. Prior to award, bidder must provide a Certificate issued by the New Jersey Department of Labor, pursuant to the Public Works Contractor Registration Act, and a New Jersey Business Registration Certificate issued by the New Jersey Department of Treasury, Division of Revenue for the bidder and all subcontractors (i.e., "named subcontractors") whose prices are included in the Contractor's bid. The Owner assumes no responsibility whatsoever in connection with any defects arising out of the issuance of the Contract Documents or the receipt or failure to receive Bids, including those which may arise from delay for any reason in obtaining or submitting the Bid, including but not limited to traffic delay, messengering, mis-labeling, mis-directions from any source, mis-delivery or otherwise. The Owner reserves the right to reject all bids and waive any minor informality in the bidding process in accordance with the law, N.J.S.A. 18A:18A-22, if it is in the best interest of the Owner. The Contract, if awarded, shall be awarded to the lowest responsible bidder whose bid is responsive in all material respects to the bid requirements. No bid shall be deemed accepted until the adoption of a formal resolution by the Owner. CONTRACT AWARDED: June17, 2025 SUBSTANTIAL COMPLETION: July 31, 2026 FINAL COMPLETION: August 28, 2026
