INTRODUCTION California Polytechnic State University (Cal Poly, University) is a 4-year accredited university founded in 1901. Originally a vocational and technical school, Cal Poly SLO has evolved into a renowned educational institution, known the world over as the school of "learnby doing." University Housing currently provides campus housing, services and community programming for approximately 8,000 student residents. As one of the largest departments on campus, University Housing delivers its services using over 250 full time staff and 250 resident advisors and student assistants. Cal Poly is requesting Statements of Qualifications (SOQ) from interested qualified Design-Build General Contractors (Respondents) to provide design, preconstruction, and design-build construction services in support of the ongoing Housing Program. The University intends to shortlist firms for the entirety of the remaining program. The intended delivery method for this Program will be Collaborative Design-Build with target-cost compensation and shared savings incentives. The Design Build General Contractor willbe selected based on qualifications and proposed fees (no design competition). A Framework Agreement will be issued to the selected Design Builder, with the intent of performing multiple Projects. The Framework agreement outlines a Design Build process that utilizes budgetand scope validation steps to complete design. Collaboration is vital in progressing target value design, constructability review, and cost estimating to ensure that the goals are achievable. Upon validation phase approval for a Project, the Design Build Team will complete Construction Documents, obtain agency approvals, and proceed with construction. If all Design Build Team Members do not join subsequent Projects, the pool of prequalified consultants and trade contractors from the original procurement will be used to select replacements. PROJECT BACKGROUND: The 2035 Master Plan accounts for nearly 15,000 beds of student housing to accommodate the first and second year live-on requirements as well as maintaining housing for transfer and returning upper division students. To meet this need, the University has initiated a Housing Program capital plan anticipating to design and construct an estimated eight (8) or more new residential buildings with 3100-4000 new residential beds and the renovation of six (6) existing South Mountain residents halls known as "the Red Bricks". The Housing Program primary goals includes (1) provide high quality resident halls, encouraging demand and enrollment growth, (2) deliver as manybeds within the budget constraints as possible, (3) align total cost of housing and cost of attendance with peer institutions and (4) embraceinnovation. The housing program will support a combination of first and second-year residence halls, utilizing modular fabricated units that accommodate both suite and traditional resident hall communities. The first new construction of the program is actively in construction, designated as Building A, designed by Steinberg Hart Architects (SHA) utilizing modular fabrication by FullStackModular. Building A, along with massing strategies for up to 8 new buildings are shown on Attachment 1. Cal Poly intends to solicit general contractor proposals to advance the program with the validation of Building C. To align with the modular fabrication schedule, the validation of Building B has beenadvanced for permit intake. The successful general contractor may have the opportunity to complete Building B. The Housing Program relies on innovative practices, improving on previous outcomes to advantage subsequent projects and utilization of contracting strategies that align with modular construction practices. All buildings within the program must continue to align with enrollment and proforma models and the design builder will be an integral partner in managing the project budget to align with proforma constraints.
