Questions regarding this RFP must be submitted by: July 3, 2025 at 6:00 PM to jbizarri@moline.il.us Scope of Services The selected consultant will be responsible for the following tasks: 1. Existing Conditions Analysis o Conduct analysis and research necessary to create recommendations and actions based on Moline's current and forecasted conditions. o Evaluate the effectiveness of existing plans and policies. 2. Project Management o Conduct project meetings with city staff and stakeholders. o Develop a detailed project timeline. 3. Public Engagement o The selected consultant will engage stakeholders and the community to develop a plan that captures the vision, identity, and aspirations of the community while fostering a sense of ownership and excitement among residents. o Implement inclusive outreach strategies, ensuring broad community participation. o Conduct public workshops, stakeholder interviews, and online engagement. 4. Data Collection & Analysis o Review and analyze existing plans, policies, and market and demographic data. o Assess market trends and development patterns. o Evaluate affordable housing needs and barriers. 5. Plan Development o Update land use policies to reflect changing conditions, needs, and opportunities. o Develop strategies for the creation of housing with a dedicated housing plan. o Address sustainability, mobility, and infrastructure improvements by including a multi-modal plan element. o Promote economic development, the rehabilitation of older commercial districts and growth of the City with a targeted economic development focus. 6. Mapping and Visualization o Develop and include comprehensive visual tools (infographics, maps, pictures, charts, interactive dashboards, etc.) to aid in effective decision-making and enhance public understanding of the project's goals and progress. o Ensure that visualizations are user-friendly, accessible, and inclusive, adhering to best practices in design for diverse audiences. o Explore the integration of branding elements, such as a cohesive logo and marketing materials, to create a consistent and professional presentation throughout the project lifecycle. o Provide suggestions or a detailed plan for managing a specific web page or dedicated website for this process to centralize project information and engage the community effectively. 7. Implementation Strategy o Identify funding sources and policy recommendations. o Develop actionable steps for plan execution. o Establish measurable benchmarks for housing of all types.
